Thousands of teachers have not received their salary increase.

TP - About 8,500 officials and teachers at schools in Hanoi are worried because they have not received their increased salaries according to Resolution 46 of Hanoi City.

In 2024, the Hanoi People's Council passed Resolution 46 on additional income for officials and civil servants working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations and public service units with all regular expenditures guaranteed by the state budget. Accordingly, the expenditure level is 0.8 times the basic salary fund, of which 0.5 times is spent on monthly salary, the remainder is accumulated at the end of the year. According to calculations, with the current basic salary coefficient, each official and teacher can receive an additional 2.5 to nearly 8 million VND/month/person.

The resolution on additional income will take effect from the beginning of 2025. Schools will pay the additional salary in addition to the salaries of officials and teachers. This is considered a great source of encouragement for officials and civil servants in general and the teaching staff of the capital in particular.

According to many teachers, Resolution 46 of Hanoi shows the city leaders' concern for cadres, civil servants and public employees in the area in increasing their income and improving their lives. However, this policy also has many shortcomings because it limits the number of civil servants and public employees who can benefit. Specifically, cadres, civil servants and public employees working in public service units with revenue (not fully covered by the state budget for regular expenditure) are not eligible for benefits.

Ms. Vuong, a secondary school teacher in Thach That district (Hanoi), said that after 19 years of teaching, she received a salary of about 13 million VND, including allowances. When there was information that the city was interested in the staff, including teachers, who would have an additional income, Ms. Vuong calculated that if she received a coefficient of 0.5 per month, she would have an additional 5 million VND. This would be a significant source of income, ensuring the living standards of teachers, especially in the current context of increased management of extra teaching and learning in schools.

Hanoi currently has 119 public high schools classified as regularly autonomous and 250 kindergartens, primary schools, and secondary schools selected for the pilot "ordering educational services" are not entitled to the policy.

Teachers believe that partially or fully autonomous public schools only change the form of allocation from budget allocation to ordering educational service prices, but in essence they are still public service units fully guaranteed by the state budget. The source of revenue for these units is tuition fees which will be deducted when superiors allocate budgets, and the collected tuition fees will be used to supplement salary expenses; expenses for educational career development..., and cannot be used to increase income sources.

In the petition, 8,500 officials and teachers expressed their thoughts and wishes to the leaders of Hanoi City to adjust the beneficiaries to ensure the rights of teachers.

Since mid-January 2025, the Hanoi Department of Education and Training has submitted a proposal to the City People's Committee to update the costs of implementing the additional income regime for teachers. The deduction level to create a source of funding for implementing the additional income cost is 0.8 times the basic salary fund.
