Land records received at commune and ward level are very convenient.

In the first week of July, the reception and processing of land records at the commune-level public administrative service centers went smoothly, without any congestion or overload. This result came from the synchronous coordination between local authorities, the Provincial Land Registration Office and careful preparation of human resources, technological infrastructure as well as processing procedures.

There are a number of new procedures implemented for the first time at the commune level to facilitate people, contributing to improving the effectiveness of administrative reform.

Thousands of applications have been received.

From July 1, 2025, the Chairman of the People's Committee at the commune level has the authority to issue land use right certificates (red books) to individuals. In addition to issuing red books for the first time, the People's Committee at the commune level also has the authority to reissue lost red books, adjust red book information due to errors, revoke red books issued in violation of regulations, etc. This is a new regulation to shorten the time to process documents, simplify the process and bring maximum convenience to people.

In Dong Nai , to ensure the smooth and effective reception and processing of land records, many months ago, the Department of Agriculture and Environment directed the Provincial Land Registration Office to proactively coordinate with registration office branches and local People's Committees to arrange personnel, technical infrastructure and standardize implementation procedures.

“We have worked with localities across the province to review the necessary conditions for operating under the two-tier local government model. Before July 1, the leaders of the department and the Provincial Land Registration Office directly inspected one round to ensure that the reception and processing of documents is not interrupted,” said Dang Minh Duc, Deputy Director of the Department of Agriculture and Environment.

Director of the Provincial Land Registration Office Le Thanh Tuan informed that in the first week of July, the provincial office and branches received more than 4,400 records. Some branches received a large number of records including: Xuan Loc 499 records, Vinh Cuu 392 records, Bien Hoa 355 records, Thong Nhat 353 records. Some branches received fewer records such as: Binh Long 14, Chon Thanh 47, Bu Dop 46, Hon Quan 47...

“The work of receiving and processing land records at the commune level in the early days of implementing the 2-level local government model went smoothly. Depending on the area, population size and transaction volume, each commune-level public administration service center has 1-3 officials to receive land records at both the commune and provincial levels,” Mr. Tuan shared.

Mr. La Thanh Tam, Director of the Provincial Land Registration Office - Thong Nhat branch, said that thanks to the early direction from the Department of Agriculture and Environment, the Provincial Land Registration Office and the support of the local government, the land dossier reception counters at the Commune Administrative Service Center were guaranteed in terms of facilities and technological infrastructure. From July 1 to 4, Thong Nhat branch received 353 dossiers, of which 227 were submitted online, the rest were submitted directly.

The measure is people's satisfaction.

At the An Vien Commune Public Administration Service Center, during the first week of work of the new government apparatus, hundreds of people came to do procedures related to many fields. The good news is that all were enthusiastically and thoughtfully guided by the staff about the implementation steps. Thanks to that, most of the files were received and issued clear and transparent appointment papers for results. The professionalism and dedication of the staff left a good impression on the people.

Mr. Duong Quoc Huong, Vice Chairman of the Commune People's Committee, Director of the An Vien Commune Public Administration Service Center, said that in order to serve the people well, the commune has arranged the center in a convenient location, equipped it with more computers, improved the staff, and trained in professional skills and citizen reception skills. At the same time, it has coordinated with the telecommunications unit to stably operate electronic administrative software, provide technical support, and be ready to handle situations that arise in the initial stages of operation. In the early days, the center received documents quite smoothly. Most of the people who came to conduct transactions here were very satisfied.

Ms. Le Thi Hien, a resident who came to work at the Commune Administrative Service Center on July 4, shared that unlike before when she had to go through many paperwork steps, this time the staff only entered the information directly into the system, so it was very quick and convenient. Therefore, she was very satisfied and assured with her documents.

Mr. Nguyen Van Thang, a resident who came to do land procedures at the Long Thanh Commune Public Administration Service Center, shared: “I find the facilities here very good, the space is spacious. Each counter has a serial number, the name of the procedure to be resolved, and the name of the officer receiving the documents. During the working process, I was guided enthusiastically by the officers and the process was handled very quickly. I am very satisfied.”

Currently, the Commune People's Committee is allowed to carry out 14 procedures related to the land sector. Many of these procedures were previously under the authority of the district level, such as: first-time issuance of red books; registration of changes; issuance of red book exchanges; land plot separation and consolidation; land use purpose conversion, etc. Now these procedures are received and processed right at the commune level, helping people avoid having to travel far.

According to many people, the addition of administrative procedures at the commune administrative service center, especially the procedure for issuing the first red book, helps shorten the time, reduce procedures, and at the same time create favorable conditions for land-related transactions. This is a clear demonstration of the policy of arranging the apparatus to serve the people more effectively.
