Conference to disseminate and train regulations guiding the Law on Prices 2023

On the morning of October 17, in Ha Long City, the Department of Finance coordinated with the Price Management Department ( Ministry of Finance ) to organize a conference to disseminate and train on the 2023 Price Law and detailed regulations and instructions for implementing the Law. Attending the conference were 400 delegates who were officials and civil servants from 60 departments, branches, sectors and localities of the province .

At the conference, delegates listened to presentations on the following topics: General introduction to the Law on Prices and the system of guiding documents; specific regulations on State price management and regulation activities; new contents on pricing and pricing methods for goods and services; basic contents of the law on price appraisal according to the provisions of the Law on Prices and guiding documents; new contents on inspection, examination of compliance with the law on prices, and sanctions for administrative violations in the field of prices...

The 2023 Price Law was passed by the National Assembly on June 19, 2023 and took effect from July 1, 2024. The 2023 Price Law has 8 chapters and 75 articles. The new law inherits the 2012 Law but is amended and supplemented to cover the contents that need to be adjusted to increase transparency.

The 2023 Law on Prices has overcome institutional obstacles, policy loopholes, and inconsistencies in the legal system that are hindering the development process. The Law creates transparency in state management of prices, publicizes business information, and clearly defines the responsibilities of competent organizations and individuals. The Law has more clearly defined the content, scope, and responsibilities in publicizing price information of state agencies associated with each publicizing subject. The Law has been revised and improved to clarify prohibited acts to be more consistent with reality, especially acts of price collusion and price appraisal. At the same time, it also stipulates the coordination mechanism between ministries, branches, localities, and related units.

Quang Ninh Provincial People's Committee has also issued Directive Documents No. 3533/UBND-KTTC dated December 12, 2023 and No. 2774/UBND-KTTC dated September 25, 2024 on the implementation of the provisions of the Law on Prices and documents detailing the Law. Accordingly, it requires departments, branches, localities and units under the province to review and evaluate the current prices of goods and services, advise on the implementation of pricing, issue new pricing documents, and adjust prices under the authority of the Provincial People's Committee according to regulations, ensuring compliance with reality and consistency with the Law on Prices 2023 and documents guiding the Law.

The 2023 Price Law is an important document, creating a unified and synchronous legal framework to ensure the development of a socialist-oriented market economy in accordance with the policies of the Party and the State. According to the Department of Finance, the dissemination and training conference will create conditions for units to grasp the new provisions of the 2023 Price Law and documents guiding its implementation. Depending on the reality, units will apply it in their professional work, ensuring that the Law is put into practice.
