Reviving 2 billion-dollar hospitals Bach Mai and Viet Duc, accepting patients for treatment in November 2025

After more than a decade of construction, Viet Duc and Bach Mai Hospitals, Branch 2, are now entering the final phase to be put into operation from November 2025 under the direction of Deputy Prime Minister Le Thanh Long.

Previously, in July 2025, the Deputy Prime Minister requested that the two hospitals be put into use before November 30, 2025, to serve the work of caring for and protecting people's health, avoiding waste, and at the same time improving the quality of medical examination and treatment for people.

The "shelved" project is "transforming" every day

Just a year ago, the images of the Bach Mai and Viet Duc Hospital projects, branch 2 in Ninh Binh (formerly Ha Nam province), made anyone passing by feel sad. The buildings were deserted, covered with moss, and many unfinished items seemed to have been forgotten.

The two hospital projects, each with a scale of 1,000 beds and a total investment of over VND4,500 billion, have gone through more than 10 years of arduous construction.

However, since the beginning of 2025, the atmosphere at the construction site has completely changed. The moldy walls have been repainted, and the once-deteriorated infrastructure has been gradually improved, giving it a modern, spacious appearance.

Tuoi Tre reporters' observations on the morning of September 11 showed that workers were working urgently at both projects, with large and small items gradually taking shape, preparing to enter the final stages of completion.

The main gate area has been completed, with security guards on duty and strict control barriers. Inside the hospital, the reporter noted that the system of patient rooms, functional rooms, administrative rooms... is being completed.

Mr. K. (65 years old, security guard of Viet Duc Hospital, Branch 2), who has been attached to the construction site since the first days of construction (2014), said that from March to April, the progress has changed completely. The inside of the hospital has been basically completed, now the main work is cleaning and installing equipment. Workers work day and night, rain or shine, to meet the progress required by the Government .

At Bach Mai Hospital, branch 2, the buildings have also completed the rough construction; the lobby, treatment departments, and functional rooms have also been completed. In addition, the green campus, internal roads, and garden landscape are being urgently constructed to ensure a synchronous and clean overall appearance.

Ninh Binh Provincial People's Committee said that the locality is focusing on providing maximum support to investors and contractors to speed up progress, while building supporting infrastructure to serve the long-term operations of the two hospitals. Notably, the province has started construction of a social housing area with 610 apartments, expected to be completed this year, to meet the accommodation needs of doctors and medical staff.

Ready staff, open to serve

According to Mr. Dao Xuan Co, Director of Bach Mai Hospital, the second facility of the hospital in Ninh Binh province is preparing to purchase medical equipment with a total capital of more than 1,100 billion VND. Accordingly, this investment package is approved from the state budget, focusing on the most basic and necessary equipment such as ultrasound machines, magnetic resonance imaging, CT scans... to serve the early stages of medical examination and treatment.

In the next phase, the hospital has submitted to the Ministry of Health a plan to invest in the world's most modern equipment system such as robotic surgery, Proton computed tomography machine, Hybrid operating room..., and at the same time apply information technology to synchronize data with facility 1, towards a smart hospital model.

In parallel, Mr. Co said that over the past year, the hospital has recruited over 100 highly qualified doctors, who are receiving further training both domestically and internationally. In the coming time, recruitment will continue to be accelerated to ensure human resources meet operational needs.

"The hospital is expected to rotate medical staff between the two facilities, and at the same time train more resident doctors and nurses to ensure professional quality. When operating in parallel, the second facility will help patients from central provinces such as Ha Tinh, Nghe An, Thanh Hoa or neighboring provinces such as Hai Phong, Ninh Binh... conveniently visit, reduce travel costs and limit the overload situation in Hanoi," Mr. Co informed. Bach Mai Hospital also proposed that Ninh Binh province establish a bus route connecting the two facilities.

Regarding Viet Duc Hospital 2, Mr. Duong Duc Hung, Director of Viet Duc Hospital, said that when all infrastructure, rooms, and equipment are fully handed over, the hospital will be ready to receive human resources, deploy treatment, and serve patients immediately.

According to Mr. Hung, preparations have been underway for many years, especially in terms of human resources. "We are confident that when the project is handed over, the hospital will have enough high-quality doctors, nurses and technicians to operate effectively," Mr. Hung emphasized.

During the preparation process, Viet Duc Hospital has closely coordinated with the Ministry of Health's Key Project Management Board, especially in determining the configuration of machinery and equipment. As a direct user, the hospital has participated from the technical planning stage to bidding supervision, ensuring that the procurement meets the needs, is modern and suitable for the treatment process.

Mr. Hung also said that with an investment of about 5 billion VND for each bed, the project promises to bring a leading modern hospital in the region.

When put into operation, the second facility will not only help reduce the load on Viet Duc Hospital but also support other large hospitals such as Bach Mai, and at the same time share the pressure of medical examination and treatment for the entire Hanoi area and neighboring provinces.

Regarding human resources, Viet Duc Hospital has also implemented many synchronous solutions such as new recruitment, on-site staff training and utilizing high-quality human resources from the main facility in Hanoi. In addition, the hospital also prioritizes recruiting local children according to the general principles of medical projects.

In the first phase, the second facility will be operated step by step, expected to be at about 30% capacity first, then gradually expanded based on actual needs to avoid wasting resources. Regarding equipment, Mr. Hung said that the equipment procurement work is almost completed, only the final installation and calibration remain.

"The contractors have committed to the Government leaders on the project's progress. We believe that with close coordination between the hospital, the Ministry of Health and relevant units, the second facility will be put into operation as planned by the end of this year," Mr. Hung affirmed.

People look forward to the day the hospital opens

Mr. Nguyen Van Thanh (64 years old, living in Tan Liem ward, Ninh Binh) said that every time he was sick or a family member was sick, he often went to Hanoi to see a doctor at Bach Mai Hospital. "Traveling is far away, both expensive and time-consuming. Each round trip costs about 500,000 VND for transportation and food, not including examination and medicine fees.

"It's very tiring, especially for old people like me who get carsick, I'm afraid to go" - Mr. Thanh confided and said he was confident that when Bach Mai Hospital 2 soon comes into operation, people will have less trouble, save time and money.

Mr. Thanh added that in Hanoi, patients are crowded, sometimes 2-3 people per bed. "Seeing that the hospital here is new, spacious, modern... patients will surely receive better care, less trouble traveling far, and less burden on big hospitals in Hanoi. We just hope that this November the hospital will officially open so that people can benefit," Mr. Thanh confided.

Also a resident of a commune near Bach Mai and Viet Duc Hospitals, Branch 2, Ms. Le Thi Ha (62 years old, has suffered from vestibular disease for many years) also has to go for regular check-ups. She expressed: "Every time I go to Hanoi, it takes 2 hours by car, I have headaches and dizziness, it's very difficult. If the hospital opened here, it would be less difficult for old people like us, less tiring and more economical."

Removing obstacles and urging project progress

Recently, Deputy Prime Minister Le Thanh Long and leaders of the Ministry of Health have regularly urged, inspected, and removed obstacles to complete the goal of putting the two hospitals into operation in 2025.

In the conclusion of the visit and inspection of the project in July, the Deputy Prime Minister acknowledged, highly appreciated and commended the efforts of the Ministry of Health, the Project Management Board, contractors and relevant ministries and agencies in organizing and implementing the work of the two projects. The results recorded at the two projects have clearly changed, especially at the Bach Mai Hospital 2 project.

On the side of the Ministry of Health, the ministry's leaders also regularly have a work schedule to monitor the construction progress of the two projects. At the same time, they work with the two hospitals to purchase and bid for medical equipment, and prepare human resources to operate the two hospitals on schedule.
