General Secretary notes the collusion of "officials - businessmen - criminals" for personal gain

On the afternoon of September 29, announcing the results of the meeting of the Standing Committee of the Central Steering Committee on Anti-Corruption, Wastefulness and Negativity, Deputy Head of the Central Internal Affairs Committee Dang Van Dung said that at the meeting, General Secretary To Lam emphasized 3 outstanding results.

"Officials and merchants" colluding to make profits is increasingly sophisticated and varied.

First of all, the General Secretary mentioned that agencies focused on investigating and thoroughly handling many cases and incidents; at the same time, discovering a number of new cases of a highly alarming nature.

The General Secretary particularly emphasized that the prosecution agencies have fought and destroyed many organized crime cases, involving collusion between criminal gangs disguised as businesses and corrupt officials, including key leaders of some localities and in agencies responsible for preventing corruption, waste, and negativity.

Naming criminal gangs in Thanh Hoa such as Tuan "The Genie", Vi "Ngo", Manh "Go"... related to violations in resource exploitation, minerals, auctions, tax evasion, giving, receiving, and brokering bribes..., the General Secretary especially noted the situation of "officials and merchants" colluding to make profits, which is becoming more sophisticated, transformed, and dangerous.

According to the General Secretary, with the relationship of "officials - businessmen - criminals", the subjects have colluded, conspired, formed "interest groups" to profit, even dominated and monopolized power, affecting the healthy development environment of the economy and the operation of the State apparatus.

Emphasizing the importance of identifying, destroying, and eliminating these connections, the General Secretary affirmed that he will continue to do so in the future.

The General Secretary stated that identifying, destroying and eliminating these connections is extremely important. “We have done so and will continue to do so in the future,” Mr. Dung informed.

The second outstanding result the General Secretary mentioned was the direction of handling and removing difficulties and obstacles, putting into operation and using many projects that were behind schedule and had long backlogs.

The spirit emphasized by the Deputy Head of the Central Internal Affairs Commission is "not to let waste continue but also not to legitimize violations".

Mr. Dung said at the meeting, the General Secretary acknowledged the efforts of the Government and ministries, branches and localities in directing the review, classification and handling of projects and works that are behind schedule and have been in backlog for a long time.

According to the report, 2,991 projects were classified into 7 groups of difficult and stuck projects, with solutions to direct their removal and put into operation and use.

Of which, the agencies have directed the removal of 1,154 projects with a total value of about 675,000 billion VND and hundreds of thousands of hectares of land.

6/11 key projects assigned by the Steering Committee, the Government and the Prime Minister have directed and have plans and roadmaps to resolve and remove difficulties to put into use or continue implementation such as the flood prevention project in Ho Chi Minh City; 2 projects to build facilities 2 of Bach Mai Hospital and Viet Duc Hospital...

Another outstanding result praised by the General Secretary is that agencies have increasingly implemented substantive and effective measures to prevent corruption, waste, and negativity, associated with building and operating two-level local governments and promoting socio-economic development.

"Political orders" on handling wasteful and backlogged projects

Regarding the key tasks until the end of 2025 and the coming time, General Secretary To Lam requested to be more resolute and stronger in the work of preventing corruption, waste, and negativity; speed up progress, complete investigations, and thoroughly handle cases and incidents, not letting them drag on into the new term.

According to Mr. Dung, the General Secretary emphasized the spirit of "resolutely not allowing corrupt, wasteful, and negative cadres to enter the 14th Central Committee and the 16th National Assembly."

Regarding specific tasks, according to Mr. Dung, the General Secretary requested to strive to complete the investigation and handling of 22 cases and 6 incidents by the end of 2025 and before the 14th Party Congress.

“In particular, the General Secretary noted that it is necessary to focus on investigating and thoroughly handling cases involving collusion between corrupt and degenerate officials and businesses for personal gain, sounding the alarm, warning, and strongly deterring,” Mr. Dung emphasized.

Along with that, the General Secretary requested to clarify and strictly handle party organizations and party members who have committed violations related to cases of production and trade of fake functional foods, fake milk, and medicines of unknown origin and not guaranteed quality.

With the goal of completing and removing difficulties in the projects, the General Secretary clearly stated the "political order" to resolutely complete them this year, without further waste or delay. The construction projects of the second facility of Bach Mai Hospital and Viet Duc Hospital must be completed before November 30.

Agencies must also urgently complete and conclude inspections of 563 projects to take immediate measures to resolve and remove them. At the same time, speed up the progress of handling surplus headquarters, houses, and land in localities after restructuring the apparatus and implementing two-level local government.

Mr. Dung said that there are currently more than 16,000 surplus houses and lands that have not been processed. Therefore, the General Secretary noted that "if the handling is not done well, new violations can easily arise."

The General Secretary also directed the inspection, examination and audit of compliance with the law on management and use of public assets, ensuring proper purposes and effectiveness, avoiding the situation of "no one cries for public property".
