Notably, 23/25 main targets were resolved by the Provincial People's Council to be completed and exceeded the plan; the growth rate of gross regional domestic product (GRDP) in 2024 is estimated at 12.16%, exceeding the set target and ranking second in the country; agricultural, forestry and fishery production achieved quite comprehensive results. The industrial production index (IIP) in 2024 is estimated to increase by 19.25%, which is the main driving force for the province's growth; the service sector continues to develop, many sectors have increased strongly such as: total retail sales of goods and service revenue, export value, total tourism revenue, transportation revenue...

State budget revenue is estimated at VND54,341 billion, exceeding 52.8% of the estimate, increasing 25.9% over the same period, the highest ever, ranking first in the North Central region and among the top 10 localities with the highest revenue in the country. Foreign affairs and investment promotion activities achieved positive results; attracting 1.3 times more investment in the number of projects and 15.9% more registered capital than the same period. Disbursement of public investment capital is always among the top in the country; site clearance exceeded the plan, 13.1% higher than the same period; site handover early, contributing to the completion of the 500kV transmission line project, circuit 3, Quang Trach - Pho Noi, on schedule according to the direction of the Prime Minister.

The quality of cultural and social activities continues to improve; mass education increases by 3 levels compared to 2023; key education and high-performance sports remain among the leading groups in the country; social security is ensured, and people's lives are stable.

The campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province according to Directive No. 22-CT/TU dated March 30, 2024 of the Provincial Party Standing Committee has been widely deployed and achieved positive results. To date, the Fatherland Front Committees at 3 levels have received support funding of more than 226 billion VND. From the received funding, all levels have allocated more than 145 billion VND, started construction of 3,697 houses and completed 1,998 houses.

The campaign for people to donate land for investment in renovating, upgrading and improving infrastructure has been widely implemented and achieved positive results.

The work of developing and completing the plan for the arrangement of administrative units at district and commune levels was carried out urgently, in accordance with regulations, and was approved by the National Assembly Standing Committee; discipline, administrative discipline, working style and manners of cadres, civil servants and public employees were strengthened. National defense - security, social order and safety were ensured.

The Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation affirmed: The construction of the Congress documents has advantages, namely, the province continues to implement Resolution No. 58 of the Politburo and the Resolution on the province's master plan decided by the Prime Minister. Therefore, the socio-economic development orientation of the province from now until 2030 and until 2045 is clear and has been issued by the Politburo and the Prime Minister in legal documents and resolutions.

To achieve the goal of Thanh Hoa becoming a modern industrial province by 2030 and people having a higher standard of living than the national average in the spirit of Resolution No. 58 and the Resolution on the province's general planning. Accordingly, the political report must determine the development direction of the province to become one of the major centers of the region and the country in heavy industry, energy industry, processing and manufacturing. Focus on developing agriculture in the direction of concentrated, large-scale, high value-added commodity production; clean, organic production, ecological agriculture, circular agriculture, creating high-quality agricultural products, valuable, safe for human health and environmental protection.
