Reporting specifically on difficulties and obstacles in the land sector at the grassroots level, leaders of the People's Committees of communes said that currently, land management in localities is facing many difficulties such as: In cases where parents give or give land to their children, it is only expressed orally without any documents or papers; agricultural land converted to aquaculture is a violation within the agricultural land group, with land use rights but has not been granted a certificate to serve the registration of electricity purchase; confirmation of the current status of constructions on land (not registered ownership) to serve the bank mortgage is not included in the administrative procedure set; procedures for donating or giving land use rights to the State to expand roads (registering changes).
Procedures for re-issuing a lost land use right certificate but the lost land use right certificate was issued incorrectly according to the law; procedures for granting a land use right certificate and ownership of assets attached to land to households and individuals using land allocated without proper authority; measures to handle cases where households and individuals are using land allocated without proper authority.

At the meeting, the units under the Department provided specific instructions on the procedures and measures to resolve each case. At the same time, they disseminated new regulations on decentralization, delegation of authority, and determination of authority in the land sector of the Government, the Ministry of Agriculture and Environment , and the Provincial People's Committees when implementing two-level local government.
Concluding the working session, Deputy Director of the Department of Agriculture and Environment Phi Thanh Binh requested the communes to seriously absorb the suggestions and proposed solutions from specialized agencies to resolve current difficulties and problems.
It is recommended that Party committees and authorities of communes strengthen the dissemination of newly issued land law regulations to the people; train and improve skills for officials guiding the settlement of administrative procedures on land; and promptly complete the general land inventory as planned.
