Building a clear and transparent legal corridor

For Hanoi, a city with a thousand years of culture and a “Creative City” recognized by UNESCO, the formation and development of creative centers is of particular importance. This is not only a space for artists, researchers, businesses and communities to generate ideas and test technologies, but also a foundation for the birth of unique cultural products that can spread and compete in the international market. However, for creative centers to truly become the “heart” of the cultural industry, the prerequisite is to have a policy to attract synchronous, long-term and sustainable investment resources.
In my opinion, first of all, Hanoi needs to prioritize creating an open and transparent legal corridor, thereby creating trust for domestic and foreign businesses and investors. Preferential policies on taxes, support for leasing or using land for creative purposes, or preferential interest rate credit packages will become the driving force to encourage the private sector to participate.
At the same time, the city needs to promote a public-private partnership mechanism, in which the State plays a role in creating, guiding and ensuring fairness, while businesses play a role in implementing, operating flexibly and creatively. The formation of investment funds for creative startups, financial and technical support programs for cultural and artistic projects are also effective solutions to nurture new ideas.
On the other hand, for investment attraction policies to be effective, they need to be linked to a strategy for developing high-quality human resources, while expanding international cooperation to exchange experiences and technology. In addition, building brands for creative centers and promoting the image of Hanoi as a destination for creativity and innovation is also crucial in attracting foreign capital.

Focus on investing in high-value art programs

Resolution 09-NQ/TU of the Hanoi Party Committee (2022) on the development of cultural industry in the period of 2021 - 2025 has clearly defined short-term and long-term goals, emphasizing the development of Hanoi to become a creative center of the region and the world . With the advantage of being a capital with a thousand years of culture, rich in heritage and on the path of strong development, Hanoi has all the conditions to realize this goal.
To become a large-scale cultural industrial center, first of all, it needs a modern infrastructure system with cultural works of international stature. Not only meeting the requirements of scale and function, these works must also be typical symbols of Hanoi's cultural identity. In fact, Hanoi has owned many important cultural works such as the National Exhibition Fair Center, Hoan Kiem Theater and in the future there will continue to be many more modern projects. This is a solid foundation to expand creative space, attract social resources for cultural industry development.
However, good infrastructure is not enough, the important thing is to maintain regular activities with long-term appeal. To do that, the City needs to have a mechanism to encourage creativity, creating conditions for individuals, organizations and businesses to participate, especially through public-private partnerships. In addition to mass cultural and entertainment events, it is necessary to focus on investing in high-value art programs to affirm the brand, stature and creativity of the capital's artists, thereby creating a spread not only domestically but also internationally. Promotion work also needs to be focused on so that the international community knows which locations and works in the capital meet standards and are ready to host regional and global events.

Expanding green creative spaces

Developing the cultural industry cannot stop at economic goals alone, but must be linked to green and sustainable orientation. One of the key solutions is to build and expand green creative spaces, where art, technology, environment and community are harmoniously combined to create cultural values and promote sustainable development.
Green creative spaces are not simply places to display or produce cultural products, but also open ecosystems where innovative ideas are formed based on the principles of respecting nature and balanced development. There, artists, businesses, designers, and communities can collaborate to create products, services, and events that adhere to green criteria such as using recycled materials, saving energy, utilizing clean technology, and conveying messages of environmental protection.
From the perspective of the cultural industry, green creative spaces create momentum for a new growth model in which cultural values and environmental values are closely linked. A music festival using renewable energy, an art center operating with environmentally friendly materials, or a creative neighborhood combined with an ecological park... all show the feasibility of combining culture - creativity - green. This is also a way for cities around the world to build sustainable creative brands, attract international resources and participate more deeply in the global cultural value chain.
Green creative spaces not only meet the requirements of developing cultural industries in the spirit of Resolution 09-NQ/TU, but are also consistent with the green growth strategy of Hanoi City. This is also a foundation to connect the community, encourage the participation of youth, artists, and creative start-up businesses.
