Plan to implement the Law on Employment

(Chinhphu.vn) - Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1850/QD-TTg dated August 27, 2025 of the Prime Minister promulgating the Plan to implement the Law on Employment.

Ministries and localities implement the Law on Employment.

Create a complete, unified, and synchronous legal basis for policies to support job creation.

On June 16, 2025, at the 9th Session, the 15th National Assembly passed the Law on Employment No. 74/2025/QH15, effective from January 1, 2026. In order to implement the Law on Employment in a timely, synchronous, unified and effective manner, the Prime Minister issued an Implementation Plan to specifically define the work content, progress, completion deadline, assignment and responsibilities of relevant agencies and organizations in organizing the implementation of the Law on Employment to ensure timeliness, comprehensiveness, unity, synchronization, effectiveness and efficiency.

Establish a close coordination mechanism between ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities in implementing activities to enforce the Law on Employment nationwide.

Create a complete, unified, and synchronous legal basis for policies to support job creation, labor management, labor market information, employment services, vocational skills development, and unemployment insurance to better serve the cause of socio -economic development, the needs of employees, employers, and other agencies, organizations, and individuals, and raise awareness of the Law on Employment; organize the implementation of the Law on Employment to ensure timeliness, synchronization, unity, effectiveness, and efficiency.

The contents of the Plan include: Dissemination and education of the Law on Employment and documents detailing and guiding its implementation; organization of training, fostering, and guidance on professional and technical skills; organization of review of legal documents; development of legal documents detailing and guiding the implementation of the Law on Employment; organization of inspection of the implementation of the Law on Employment and documents detailing and guiding its implementation.

Organize dissemination and education of Employment Law

In particular, the Ministry of Home Affairs, the Ministry of Education and Training, the Ministry of Justice, the Voice of Vietnam, Vietnam Television, the Vietnam News Agency, other press, radio and television agencies and the People's Committees of centrally-run provinces and cities shall organize the dissemination and education of the Law on Employment and detailed regulations and implementation instructions in various forms, suitable to the conditions and actual situations such as: posting on the Electronic Information Portal of the Ministry of Home Affairs, the Ministry of Education and Training; on mass media or other forms according to the provisions of law on dissemination and education of law. Compile, post and widely distribute popular documents for updating on the National Legal Education and Dissemination Electronic Information Portal at: http://pbgdpl.gov.vn.

Organize professional training

The Ministry of Home Affairs, the Ministry of Education and Training, and the Ministry of Finance shall preside over the organization of training, fostering, and professional guidance for officials directly involved in employment work in the Home Affairs sector and public employment service organizations; officials directly involved in vocational skills development in the Education and Training sector; officials directly involved in unemployment insurance policies in the Finance sector; people directly involved in unemployment insurance work and people directly involved in lending to create jobs.

Ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities, based on their functions and tasks, review legal documents related to the Law on Employment in their assigned fields and areas of state management.

Develop legal documents detailing and guiding the implementation of the Law on Employment

The Ministry of Home Affairs is in charge of drafting a number of Government Decrees: Detailing a number of articles of the Law on Employment on employment support policies; Detailing a number of articles of the Law on Employment on labor registration and labor market information systems; Detailing a number of articles of the Law on Employment on employment services; Detailing a number of articles of the Law on Employment on unemployment insurance. These documents must be completed before November 15, 2025.

Before November 15, 2025, the Ministry of Education and Training must also complete the Government's Decree detailing a number of articles of the Law on Employment on vocational skills development...
