Opening of the 1st Congress of Bac Ninh Provincial Party Committee

Attending the congress were former members of the Party Central Committee, veteran revolutionary cadres, heroic Vietnamese mothers, heroes of the People's Armed Forces, and heroes of labor. The congress had 449 delegates representing more than 156,000 party members in the entire Bac Ninh Provincial Party Committee.

In his opening speech, comrade Nguyen Van Gau, Secretary of the Bac Ninh Provincial Party Committee, affirmed: In the past 5 years, despite facing unprecedented difficulties and challenges, the Party Committee and people of the province have united, made efforts to overcome and achieved important achievements in all fields.

In particular, the merger of Bac Ninh and Bac Giang provinces into the new Bac Ninh province, streamlining the apparatus, and implementing a two-level local government, has opened up new development space, raising the province's position and potential.

It is forecasted that in the coming time, besides the advantages of its strategic position (5th largest economic scale in the country, synchronous transportation system, most industrial parks in the North, inter-regional connectivity), the province will also face new challenges.

With the spirit of solidarity and creativity, the Congress proposed 3 guiding viewpoints, 26 specific targets, 5 key tasks, 3 breakthroughs and 4 main groups of solutions to successfully implement the 2025-2030 term. The Congress documents are the crystallization of wisdom, expressing the aspiration to turn Bac Ninh into a centrally-run city before the year.

At the congress, comrade Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, announced the Politburo's Decision to appoint the Secretary of the Bac Ninh Provincial Party Committee for the 2025-2030 term. Accordingly, Senior Lieutenant General Nguyen Hong Thai, Deputy Minister of National Defense, was decided by the Politburo to hold the position of Secretary of the Bac Ninh Provincial Party Committee for the 2025-2030 term.

Speaking at the congress, comrade Nguyen Duy Ngoc, Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission acknowledged and warmly congratulated and commended the impressive achievements that the Party Committee, government and people of all ethnic groups in Bac Ninh province achieved in the past term.

Bac Ninh is a bright spot in economic development with many important indicators among the leading groups in the country. In the period of 2021-2025, the GRDP growth rate is estimated at 8.98%/year, higher than the national average; economic scale ranks 5th in the country; budget revenue ranks 6th in the country.

The leadership, direction and administration of the Party Committee and the government of Bac Ninh province are determined, drastic, dynamic and creative; local governance indexes are always among the leading group in the country, and the trust of people and businesses is enhanced.

Bac Ninh has completed the historic task of reorganizing the apparatus and administrative units; promoting the tradition of solidarity, quickly catching up with work, joining hands and unanimity, operating the two-level government apparatus synchronously and smoothly, ensuring service to the people and businesses.

However, the province's growth quality is not really sustainable; industry depends heavily on FDI, domestic linkages are weak. Some targets have not been achieved, the risk of environmental pollution, the development gap between urban and rural areas is still large. Some Party committees and organizations have limited leadership capacity and fighting strength, discipline and order are not strict, there are still high-ranking officials of the province who have violated discipline and criminal responsibility...

The above limitations and difficulties need to be discussed thoroughly by the Congress, clearly analyzing the causes, especially subjective causes, in order to have comprehensive and effective solutions in the coming term.

Comrade Nguyen Duy Ngoc proposed that the Bac Ninh Provincial Party Committee discuss and analyze further 3 advantages and 4 key work orientations in the 2025-2030 term:

Regarding advantages: Firstly, advantages come from the Party's major policies and decisions. It is necessary to continue to study and thoroughly grasp the breakthrough policies and decisions issued in recent times.

Second, the advantage comes from the new space and space after the province merger. The merger of Bac Giang and Bac Ninh provinces has created new development space and new advantages in terms of geo-economics and geopolitics for Bac Ninh province.

Third, the advantage comes from the province's own internal strength. In addition to the socio-economic foundations established in the past term, it is necessary to pay special attention to promoting the cultural and spiritual values of the traditional Kinh Bac land - the land of "Spiritual Land - Talented People".

Regarding the four key work orientations: First , Continue to study and review the targets and tasks in the draft documents of the 14th National Party Congress and the Resolutions of the Central Committee and the Resolutions of the Politburo to continue to concretize and implement them in accordance with the actual situation in Bac Ninh.

Second, promote the spirit of solidarity and unity within the Party committees at all levels, the core of which must start from the Executive Committee and the Standing Committee of the Provincial Party Committee; focus on building a clean, strong Party and political system that operates effectively, efficiently and effectively - This must be considered a key task of the Party Committee.

Third, focus on transforming the development model in general, the economic growth model in particular, mainly based on science, technology, innovation and digital transformation. Achieve the annual GRDP growth target of over 10% as assigned by the Central Government, but must ensure sustainable growth and improve people's lives.

Fourth, along with economic development, it is necessary to pay utmost attention to cultural, social and human development. Preserve and promote Kinh Bac cultural identity, Quan Ho heritage combined with cultural, spiritual and ecological tourism; build Bac Ninh people who are civilized, modern, creative but rich in identity.

Continue to effectively implement the work of ensuring national defense and security, maintaining political stability, social order and safety; build a modern national defense, closely combining economy with culture-defense-security; strengthen crime prevention and control, ensure social order and safety; expand international cooperation, attract resources for socio-economic development.

The congress does not elect a new Party Committee and a delegation to attend the congress at a higher level. The Politburo and the Secretariat directly appoint the Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary, the Inspection Committee, the Chairman and the Deputy Chairman of the Inspection Committee of the new Party Committee and allocate the number and appoint delegates to attend the congress of the Party Committee at a higher level.

Accordingly: The Executive Committee of the Bac Ninh Provincial Party Committee for the 2025-2030 term consists of 71 comrades. The Standing Committee of the Bac Ninh Provincial Party Committee consists of 19 comrades. Comrade Nguyen Thi Huong holds the position of Standing Deputy Secretary of the Provincial Party Committee. Comrade Vuong Quoc Tuan, alternate member of the Party Central Committee, Deputy Secretary, holds the position of Chairman of the Bac Ninh Provincial People's Committee. Comrade Nguyen Viet Oanh, Deputy Secretary of the Provincial Party Committee holds the position of Chairman of the Bac Ninh Provincial People's Council. Comrade Pham Van Thinh, holds the position of Vice Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation.
