Delivering the opening speech, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, affirmed that the 12th Party Congress of the Army is a particularly important political event, affirming the mettle and maturity of the Vietnam People's Army after more than 80 years of building, fighting, winning and growing under the glorious flag of the Party.

The Congress has the task of summarizing 5 years of implementing the Resolution of the 11th Party Congress of the Army (2020-2025), determining the directions, goals, tasks, policies, and solutions for leading the implementation of military and defense tasks and building the Army Party Committee in the next 5 years (2025-2030); discussing and contributing opinions to the draft documents of the Central Committee to be submitted to the 14th National Party Congress; and electing the delegation of the Army Party Committee to attend the 14th National Party Congress.

The decisions of the Congress are the basis for continuing to improve the leadership capacity and fighting strength of the Party Committee of the Army; promoting the overall strength, building a solid national defense; building a revolutionary, disciplined, elite, and modern People's Army; strengthening national defense strength, building and firmly protecting the socialist Fatherland of Vietnam. The results of the 12th Party Congress of the Army contributed significantly to the success of the 14th National Congress of the Party.

In his speech directing the Congress, General Secretary To Lam stated that the 12th Party Congress of the Army, term 2025-2030, is a particularly important milestone in the cause of building the Army, strengthening national defense, and protecting the Fatherland.

The General Secretary acknowledged that in the past term, under the leadership and direction of the Party Central Committee, the Politburo, the Secretariat, directly the Central Military Commission and Party committees at all levels, the entire army has strived to successfully implement the Resolution of the 11th Party Congress of the Army. The Central Military Commission and the Ministry of National Defense have performed well the function of strategic military and defense advice; led and directed the entire army to promote its core role in building all-people national defense and protecting the Fatherland; focused on building a politically strong army, as a basis for improving the overall quality and combat strength of the entire army.

Along with seriously and synchronously implementing 6 groups of solutions to build a politically strong Army identified in the Resolution of the 11th Party Congress of the Army, the Central Military Commission has directed the implementation of many additional practical and appropriate solutions to meet the requirements and developments of the situation; basically completing the adjustment of the organization of a lean, compact, and strong force, creating a solid premise for building a revolutionary, disciplined, elite, and modern People's Army. The Central Military Commission and Party committees at all levels have led the entire army to perform well the functions of a combat army, a working army, and a production labor army; the defense industry has made breakthrough developments, international integration and defense diplomacy have made many new impressions...

The General Secretary assessed that the Draft documents submitted to the 12th Party Congress of the Army were carefully prepared, concise, profound but also very specific, containing many major, important, strategic decisions for the cause of building the Army, consolidating national defense, and protecting the Fatherland in the new era of national development. The political report identified the directions, goals, military and defense tasks and the building of the Army Party Committee for the 2025-2030 term with comprehensive content and high feasibility. To successfully implement those directions and goals, the General Secretary requested the Army Party Committee to well implement "2 steadfastness, 2 promotion and 2 prevention".

Firmly adhere to the Party's military and defense line; firmly build a politically strong Army, contributing to maintaining and strengthening the Party's absolute and direct leadership in all aspects of the Army. This is an immutable principle in building a new, revolutionary army, born from the people, fighting for the people, closely attached to the people. In particular, the Central Military Commission, the Ministry of National Defense and Party committees and commanders at all levels in the entire army need to pay special attention to building political and spiritual factors for the troops, ensuring that the Army is always a political force, a fighting force absolutely loyal and trustworthy to the Party, State and people; officers and soldiers have a high fighting will, dare to face and overcome difficulties and challenges, dare to fight, are determined to fight and know how to fight and win.

Regarding the two priorities, the General Secretary stated that first of all, it is necessary to promote the building of a revolutionary, disciplined, elite, and modern People's Army. In particular, the "revolutionary, disciplined, and elite" elements have been regularly built and constantly developed, and need to continue to be promoted and further promoted in the new period. To realize the goal of modernization, along with building modern people, it is necessary to promote the development of an autonomous, self-reliant, self-reliant, dual-purpose, and modern defense industry; at the same time, make breakthroughs in the development of science, technology, innovation, and digital transformation in the spirit of Resolution No. 57 of the Politburo.

Next is to promote international integration and defense diplomacy; the focus is to thoroughly grasp and effectively implement Conclusion No. 53 of the Politburo on international integration and defense diplomacy until 2030 and the following years, Resolution No. 59 of the Politburo on international integration in the new situation. The goal is to maintain a strategic balance in foreign relations in general, and in defense diplomacy in particular, contributing to creating and maintaining a peaceful and stable environment, protecting the Fatherland early and from afar.

The General Secretary emphasized the need to prevent the risks of war and conflict and prevent all manifestations of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" within the Party Committee of the Army and the entire army. Preventing the risks of war and conflict is an important, consistent and urgent requirement in the current period, requiring the Central Military Commission, the Ministry of National Defense and the entire army to regularly grasp, research and clearly assess the development trends of the situation, promptly advise the Party and State on strategic policies to successfully handle military and defense situations; policies to keep "warm inside, peaceful outside", "peaceful inside, calm outside".

Along with that, the Party Committee of the Army must pay special attention to Party building work, linking the building of a clean, strong, exemplary Party Committee with the building of a comprehensively strong, "exemplary, exemplary" agency and unit. Regularly uphold the Party's organizational and operational principles, especially the principles of democratic centralism, self-criticism and criticism; strengthen inspection and supervision work; constantly improve the leadership capacity and fighting strength of Party committees and organizations at all levels.

Affirming that the Party Committee of the Army and the entire army must "converge in solidarity, converge in will, converge in talent, converge in strength", the General Secretary requested the entire army to have high solidarity internally and unite the army and people to create strength; the entire army has one will, the army and the people have one will to act resolutely and in the right direction. The entire army must strengthen the attraction, training, and utilization of talents to effectively serve the cause of building the Army and consolidating national defense. These are also important factors for the entire army to successfully perform the functions of a fighting army, a working army, a production labor army, and to excellently complete tasks in all situations.

Immediately after the Congress, the Party Committee of the Army and the entire army must quickly implement the contents of the Congress's resolutions, immediately put the Resolution into practice, and not leave any delay or gap between the Resolution at the Congress and its implementation in practice.

After the opening ceremony, the Congress proceeded with the first working day. After listening to General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army, briefly present the Political Report to the Congress, the delegates focused on discussing to deepen the contents.
