On the morning of September 23, the Provincial People's Council opened the 21st Session - the thematic session of the Provincial People's Council, term XIV, 2021-2026. This is an important session to discuss and promptly decide on a number of urgent and urgent policies in a shortened order and procedure to support the recovery of natural disasters caused by storm No. 3 (Yagi) in the province and to complete the socio -economic development targets and goals of the province. Comrade Vi Ngoc Bich, Standing Vice Chairman of the Provincial People's Council, chaired the session.

Attending the meeting were comrades: Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee; Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and comrades in the Standing Committee of the People's Council, leaders of the People's Committee, the Provincial Fatherland Front Committee, the Provincial National Assembly Delegation, departments, branches and localities in the province.
Before the opening session, delegates observed a minute of silence to commemorate the victims who died from storm No. 3.
Speaking at the opening of the session, Comrade Vi Ngoc Bich, Permanent Vice Chairman of the Provincial People's Council, emphasized: Storm No. 3 entered the Gulf of Tonkin and directly affected Quang Ninh province, causing extremely serious damage to people, property, crops, livestock, economic infrastructure; greatly affecting the material and spiritual life of the people and production and business activities in the area, especially Ha Long city, Cam Pha city; Quang Yen town, Van Don district and some localities with local flooding such as Uong Bi, Dong Trieu, Tien Yen, Binh Lieu, Ba Che... By September 16, 2024, the total damage in the province was estimated at about 24,223 billion VND, accounting for half of the total damage of the whole country.

Implementing the Resolution of the Provincial Party Committee, the Provincial Party Standing Committee, in addition to continuing to focus on leading and directing the overcoming of the consequences of storm No. 3, the Provincial People's Council Standing Committee, the Provincial People's Committee and departments, branches and sectors have urgently researched and developed a number of emergency policies under the authority of the Provincial People's Council to focus on removing and supporting people and businesses to reduce difficulties, overcome consequences, and soon restore production and business activities after the storm.
Implementing the Law on Organization of Local Government, based on the proposal of the Provincial People's Committee, with the consent of the Provincial Party Executive Committee and the Provincial Party Standing Committee, the 14th Provincial People's Council organized the 21st Session (special session) to promptly decide on a number of policies and emergency measures in a shortened order and procedure to support overcoming the consequences of storm No. 3 ( Yagi ) caused in the province and to complete the socio-economic development targets and goals of the province in 2024.
At this session, the Provincial People's Council will review the submissions, draft resolutions, discuss and pass resolutions to: Resolution on adjusting and allocating the provincial budget expenditure estimates for 2024 to manage and use the state budget economically and effectively; restructuring regular expenditure sources to reserve priority resources to support overcoming the consequences of storm No. 3 (Yagi). At the same time, consider and pass a number of important urgent policies and measures to support overcoming the consequences of storm No. 3 (Yagi) in the province such as: Measures to support tuition fees for preschool children, primary school students, and continuing education students studying at educational institutions in Quang Ninh province for the 2024-2025 school year; measures to support heavy housing damage; measures to partially support the cost of salvaging sunken production means of ships and boats registered in Quang Ninh province; Resolution on amending and supplementing a number of contents stipulated in Resolution No. 21/2021/NQ-HDND dated July 16, 2021 of the Provincial People's Council regulating social assistance policies for social protection beneficiaries and other disadvantaged subjects in Quang Ninh province has been amended and supplemented in Clause 1, Article 1, Resolution No. 08/2022/NQ-HDND dated December 9, 2022 of the Provincial People's Council.

The process of preparing the content of the session was closely directed by the Provincial Party Committee Standing Committee and actively coordinated by the Standing Committee of the Provincial People's Council, the Provincial People's Council committees with the Provincial People's Committee and relevant agencies to urgently deploy and carefully prepare to ensure compliance with the procedures prescribed by law; the contents were sent to the Provincial People's Council delegates, invited delegates, and publicly posted on the province's electronic information portal.
In order for the session to be truly of high quality, the Standing Vice Chairman of the Provincial People's Council requested the Provincial People's Council delegates and delegates attending the session to uphold their sense of responsibility towards voters and people, concentrate their intelligence, study documents, and make focused, key, democratic, frank, impartial, objective, and practical speeches. At the same time, clearly express their views and opinions, participate in building and passing resolutions with high feasibility, ensuring that the resolutions are implemented immediately after promulgation and soon come into life.
After the opening session, the Provincial People's Council listened to members of the Provincial People's Committee briefly present the submissions and inspection reports of the Committees under the Provincial People's Council.
