Attending the opening ceremony were Mr. Tran Quoc Cuong, Secretary of the Provincial Party Committee; Mr. Le Thanh Do, Deputy Secretary - Chairman of the Provincial People's Committee and representatives of the Standing Committee of the Provincial People's Council; Provincial People's Committee, Vietnam Fatherland Front Committee of the province; Office of the Provincial Party Committee, Office of the National Assembly Delegation and Provincial People's Council, Office of the Provincial People's Committee; Leaders of the Provincial Departments and branches, leaders of Dien Bien district and Dien Bien Phu city.
The Smart Traffic Monitoring and Operation Camera System of the IOC Smart Urban Centralized Operation Center has 19 devices invested; 6 traffic measuring cameras. The Public Order and Security Monitoring Camera System includes: High-altitude surveillance cameras with 11 devices; Face recognition and crowd detection cameras with 34 devices; Security surveillance cameras with 74 devices. In addition, there are 68 surveillance cameras shared from districts, towns and cities.
These traffic camera systems will assist the traffic police in detecting red light running; driving in the wrong lane or road section; illegally overtaking; stopping and parking vehicles against regulations; not obeying traffic light signals; carrying more people than prescribed; weaving and swerving; and imposing fines. At the same time, the Smart Camera System is a tool to support the work of ensuring security and order in the area; tracking vehicles or violators passing through the route with the camera system will be recorded; supporting the identification of wanted law violators.
Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dien Bien province Le Thanh Do gave a speech at the opening ceremony.
In particular, high-altitude surveillance cameras and face recognition and crowd detection cameras are installed in public areas such as: Community entertainment areas, historical sites, some medical and educational facilities of districts, towns and cities to monitor security and order to support forces in monitoring and detecting smoke, fires, flood risks, search and rescue, forestry and mineral management and supervision; Behavior and scene image monitoring; Crowd monitoring; Intrusion monitoring; Asset monitoring; Face recognition from available images compared with images collected by the Camera; Synthesis and statistics of data on types of objects on a daily basis.
Speaking at the Opening Ceremony, Mr. Le Thanh Do - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee highly appreciated the Department of Information and Communications for its efforts in advising and coordinating the implementation of the Camera Surveillance System in recent times. This is a big step forward in improving management, supervision and ensuring security, order, traffic safety, and many other areas in Dien Bien province. The system, when put into operation, will help improve the efficiency of management of State agencies, and contribute to creating a safer, more civilized and modern living environment for Dien Bien people.
At the same time, he directed the units in the coming time according to their functions and tasks to research and implement a number of contents: Ensuring infrastructure and security of the system as well as the assigned users; preventing and handling violations of security, social order and safety; complying with the issued management and operation regulations; For the agencies managing the Camera System, it is necessary to issue regulations on management and operation; arrange resources, funding, human resources, and facilities to perform the tasks. For the agencies exploiting and using the Surveillance Camera System, they must comply with the regulations, while ensuring the safety and security of the System's data information.

At the opening ceremony, delegates also visited and listened to a visual explanation at the Dien Bien Province Smart Operations Center. The Department of Information and Communications also organized the implementation of the Regulations on management, operation, exploitation and use of the Dien Bien Province Camera Surveillance System; training on exploitation and use for nearly 80 civil servants and public employees of agencies and units in the province./.
