Urgently put the decision into practice

After more than a month of serious, urgent and responsible work, yesterday, in Hanoi, the 9th session of the 15th National Assembly completed a huge amount of work and closed.

This is a special session , taking place in the context of the country promoting institutional reform, streamlining the organizational apparatus and strongly transforming itself in the journey of rapid and sustainable development. The outstanding results of the session reflect the stature, mettle and intelligence of the National Assembly, vividly demonstrating the consistent consensus of the Party's will and the people's hearts, thereby laying a solid foundation for the new development stage.

With the spirit of innovation, science and efficiency, the 9th session completed all the contents of the proposed program. The National Assembly passed 34 laws - accounting for more than 50% of the total number of laws during the term; 14 resolutions regulating laws and gave opinions on 6 other draft laws. In particular, many contents are of a crucial nature, directly related to perfecting institutions, reforming the State apparatus and innovating the national governance model.

The highlight was the passing of the Resolution amending and supplementing a number of articles of the 2013 Constitution with absolute consensus. This is a particularly significant event, besides marking a new step forward in the history of constitutionalism, it has created a solid legal framework for implementing the two-level local government model operating from July 1, 2025. This model is expected to contribute to streamlining the apparatus, improving the effectiveness of governance, and at the same time promoting socio -economic development associated with the characteristics of each region.

On the basis of the amended Constitution, the National Assembly passed a series of important laws related to justice, national defense, finance, education, grassroots democracy, etc. In particular, the Law amending and supplementing the Criminal Procedure Code and other procedural laws have officially recognized the legal value of electronic data and digital evidence in trials. This is a breakthrough step, demonstrating proactively keeping up with the digital transformation trend, meeting the requirements of protecting human rights and preventing high-tech crimes in the new era.

Judicial reforms not only have legislative technical value but also have profound political significance, affirming the determination to build a clean, modern and fair judiciary. Thereby contributing to strengthening people's trust, affirming the role of law as a solid foundation for all citizens in a socialist state of law.

The 9th session clearly demonstrated the "constructive" role of the National Assembly in promoting economic development. The adoption of resolutions adjusting and supplementing key infrastructure investment projects such as the Quy Nhon-Pleiku expressway, Bien Hoa-Vung Tau phase 1, and Ho Chi Minh City Ring Road 4, not only resolved regional connectivity bottlenecks but also opened up new development space, contributing to reducing disparities between regions, and providing conditions to care for people in remote and isolated areas.

Along with that, the Law on Science, Technology and Innovation was passed, reflecting the long-term strategy in building a knowledge-based economy. This policy is considered an important step for Vietnam to not only be a manufacturing factory, but also become an innovation center in the global value chain. The National Assembly also pays special attention to the role of the private economic sector, through resolutions to remove barriers, protect property rights and encourage innovation and creativity. All of this aims to create a fair, transparent and competitive investment environment.

One of the remarkable successes of this session was clearly demonstrated through the supreme supervision and questioning activities. The questioning sessions took place in a frank and responsible spirit, focusing on practical issues such as finance, education and training, budget, social security policies, etc. The accountability of Government members has been enhanced, recognized and highly appreciated by voters nationwide.

The adoption of the resolution to remove overlaps and conflicts in the legal system is a big step forward in institutional reform, not only ensuring consistency and transparency but also improving the effectiveness of national governance and building social trust.

The success of the 9th session of the 15th National Assembly continues to spread strongly in the political and legal life of the country. The major decisions passed clearly demonstrated the strategic vision, the aspiration to rise up and affirmed the National Assembly's determination to always accompany the people, along with the process of innovation and continuous development of the country.

That demonstrates the results of the Party's correct and timely leadership, the National Assembly's effective management, the companionship between the National Assembly and the Government, the close coordination between legislative, executive and judicial agencies, along with the active and responsible participation of National Assembly deputies and the monitoring and support of voters and people nationwide. As National Assembly Chairman Tran Thanh Man emphasized in his closing speech: The 9th Session is a historic milestone in the journey of institutional and legislative innovation. "The spirit of Dien Hong in the past echoes in the Dien Hong Hall today."

Immediately after this session, the National Assembly called on the Government, ministries, branches, localities, and the entire political system to quickly, synchronously, resolutely, and effectively implement the laws and resolutions that have been passed; especially the organization and operation of two-level local governments from July 1, 2025. This is considered a legal requirement, an urgent and urgent command of reality, a decisive step to realize the aspiration for rapid, sustainable, civilized, and modern national development.

In his closing message, the National Assembly Chairman conveyed the National Assembly's earnest appeal and wish to all voters and people to continue to monitor, criticize and contribute opinions so that legal policies can be put into practice in a practical and effective manner, ensuring the legitimate interests of the people, for a Vietnam with rich people, strong country, democracy, fairness and civilization.
