The 1st Congress of Phu Tho Provincial Party Committee, term 2025-2030, takes place at a special historical moment, when the entire Party, people and army are striving to compete to achieve achievements to celebrate the 80th anniversary of the August Revolution and National Day September 2, towards the 14th National Party Congress.

This is the first congress after the merger of the three provinces of Phu Tho, Vinh Phuc and Hoa Binh , a turning point of strategic significance, opening up a new development space for the entire midland and mountainous region of the north.

Flexibly and creatively apply central guidelines, policies and orientations

Currently, the Provincial Party Committee has 152 affiliated Party Committees, 2,121 grassroots Party organizations with more than 257,000 Party members. This is a powerful force, a pioneer in carrying out the Party's revolutionary mission. The 1st Congress of the Phu Tho Provincial Party Committee has clearly defined the vision and development goals. By 2030, Phu Tho will become a center for industrial development, trade, logistics, tourism, healthcare , high-quality training and organizing large cultural festivals associated with the ethnic roots of the region and the whole country; a center for organizing national and international events.

GRDP growth rate reaches 11 - 12%/year; GRDP per capita reaches 220 - 230 million VND, digital economy contributes more than 30% of GRDP, budget revenue reaches more than 85 trillion VND; urbanization rate from 35 - 40%; basically no more poor households. By 2045, Phu Tho will become a centrally-run city, modern, prosperous, prosperous, a livable place, with an advanced culture, rich in identity, a clean ecological environment, strong national defense and security.

Strategic and key tasks

During the 2025 - 2030 term, Phu Tho Provincial Party Committee strives to be one of the growth poles of the Capital region; to become a center for industrial development, trade, logistics, tourism, healthcare, high-quality training and organization of large cultural festivals associated with national roots; a center for organizing national and international events. In particular, the economy has a high growth rate, taking science and technology, innovation, digital transformation, and the private economy as the main driving force.

Modern and synchronous infrastructure system. Cultural heritage is preserved and promoted. Society develops harmoniously, ecological environment is clean, quality of life is improved comprehensively, people have high income, civilization, happiness. Play a pivotal role in ensuring energy security, national defense, security and regional connectivity.

To realize that aspiration, the Phu Tho Provincial Party Committee has identified six key tasks, three strategic breakthroughs and a system of synchronous solutions. First of all is the work of building and rectifying the Party and the political system, considering this a key task, the foundation to ensure all victories. All Party organizations must focus on preventing and repelling the degradation of political ideology, ethics and lifestyle; resolutely fight against corruption and negativity, and strictly control power.

Personnel work is placed at the center, with the requirement of selecting a team with heart, vision, courage, strategic thinking and action capacity. Each leader, manager, and head needs to arouse the desire to contribute and the sense of responsibility of their industry, locality, agency, and unit, for the common goal, for the common development of the whole province.

Phu Tho will continue to perfect the organizational structure according to the 2-level local government model to ensure streamlining, effectiveness and efficiency. This is an urgent and long-term process, requiring high political determination, public and transparent implementation methods, and attention to policies and regimes for cadres. During the implementation process, it is necessary to maintain internal solidarity. The province will gradually apply modern governance, decentralization, and reasonable delegation of power along with power control, promoting initiatives and responsibilities from the grassroots.

Another strategic task of the province is to complete the planning for synchronous socio-economic development, with a long-term vision, closely linked with the regional linkage strategy. Activities are carried out in accordance with the multi-center characteristics, in which Vinh Phuc (old) develops industry, logistics, and modern urban areas; Phu Tho (old) takes the lead in services, trade, training, cultural and spiritual tourism; Hoa Binh (old) builds ecological zones, resort tourism, and renewable energy. This stratification helps to maximize the advantages of each region, complement each other, form value chains and connections nationwide.

Phu Tho province identified the important breakthrough as improving the capacity to plan and organize the implementation of the Party's guidelines and policies, the State's laws and policies to unblock, liberate and effectively promote all resources; promote the development of science and technology, innovation and digital transformation; develop all economic sectors, build a startup ecosystem; develop new production forces, new production and business methods. All levels, sectors and localities in the province must promote the application of science and technology, innovation and digital transformation in all fields.

The province aims to build innovation centers in Viet Tri, Vinh Yen, and Hoa Binh, connecting research institutes, universities, and businesses, forming a digital startup ecosystem, with the goal of making the digital economy account for more than 30% of GRDP by 2030. The private economy is supported and facilitated to develop into an important driving force, with a fair competitive environment, encouraging small and medium-sized enterprises and new-style cooperatives to participate deeply in the global value chain.

National axes such as Noi Bai - Lao Cai Expressway, National Highway 32, National Highway 6, Ho Chi Minh Road, and the international railway network must be connected synchronously. Forming a smart logistics center, a modern ICD port, ensuring integration capability.

Developing synchronous infrastructure is considered a key solution. The province will prioritize resources for strategic infrastructure: digital infrastructure, logistics, inter-regional transport, and multi-center urban areas. To have high-quality human resources, the province will focus on training human resources in engineering, technology, logistics, and modern management; pay attention to young cadres, female cadres, and ethnic minority cadres; link training with business needs; arouse the spirit of lifelong learning, entrepreneurship, and creativity. At the same time, develop culture and society in harmony with the economy; turn cultural diversity into an advantage for developing cultural industries, heritage tourism, and building unique cultural brands. Consistent with the viewpoint of not trading ecology for short-term growth; strive to ensure social security, implement sustainable poverty reduction, and pay due attention to education, health care, and the environment.

With its location as the western gateway, a part of the north and south of Hanoi, Phu Tho province identifies maintaining national defense and security as the foundation, ensuring political stability and social order. Carry out propaganda and mobilization work well, creating social consensus, especially in ethnic minority areas, remote and isolated areas. Only when there is high solidarity and unity within the entire Party and people, can all development solutions be successfully implemented.
