Urgently deploying work to prevent and combat storm No. 5

To proactively and effectively prevent and combat storms, the Standing Committee of the City Party Committee requests Party committees, Party organizations, authorities, the Fatherland Front and socio -political organizations at all levels from the city to wards and communes to strengthen leadership and direction to seriously, resolutely, promptly and effectively implement the directions of the Central Government and the city on prevention, response and overcoming the consequences of natural disasters.

The Standing Committee of the City People's Committee focused on directing the City People's Committee and sectors, localities and units to proactively monitor the developments and situation of the storm, closely following the direction of the Central and City Party Committee to deploy plans to prevent and combat storm No. 5.

In particular, ensure mobilization of forces, fully prepare conditions, means, equipment, especially in remote areas, highlands, islands, areas at risk of landslides, flash floods, low-lying areas with frequent flooding, accordingly organize on-call and timely rescue when situations occur with the motto "4 on-site".

In addition, promote information and propaganda work in many forms to people, agencies and businesses to proactively implement measures to prevent and combat natural disasters, absolutely protect the safety of people's lives, homes and properties; regularly report the situation, promptly propose to the Standing Committee of the City Party Committee to monitor and direct the handling of urgent situations that arise.

The City Military Party Committee and the City Police Party Committee directed their subordinate functional forces (border guards, waterway police, etc.) to promptly notify owners of vehicles and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid it; and called on boats to urgently return to shore or find safe shelter.

At the same time, guide fishermen to implement solutions and measures, arrange permanent fire prevention and fighting forces when anchoring boats to avoid storms at planned anchorages and shelters, to prevent fires and explosions; ensure security, order and safety of State and People's property.

Ward and commune party committees focused on closely monitoring the storm's developments and strictly implementing the directions of the Central Government, City Party Committee, City People's Committee and relevant agencies on storm and flood prevention and control.

In particular, it is important to prepare a plan to ensure human resources, means, and facilities for storm prevention and control work, and have a plan to evacuate people if necessary.

Localities at risk of damage from storms and floods should urgently organize inspections of unsafe areas (landslides, flash floods, inundation, etc.), strengthen propaganda work, inform people about the situation of storm No. 5; proactively organize reinforcement of houses, clear drainage ditches to prevent flooding, etc.
