The HCM City Traffic Construction Investment Project Management Board said that the HCM City Ring Road 3 project, the section passing through the area is more than 76 km long, of which the section passing through Binh Duong (old) is 26.06 km long. Up to now, the main construction packages are all under construction, the progress is still behind schedule.
With active coordination between units, the site clearance work has reached nearly 100%. However, the biggest difficulty now is the scarcity of materials.
Regarding material supply, the demand for sand for embankment is more than 700,000 m3, earth for embankment is nearly 764,000 m3 and construction stone is more than 846,000 m3. Currently, contractors can only meet about 50-70% of the required volume.

Materials from the Western provinces and Cambodia are being mobilized to make up for the shortage. However, the scarcity and fluctuation of material prices remain a major challenge, threatening to affect progress, in the context of many key transport projects being simultaneously implemented.
The Traffic Construction Investment Project Management Board has proposed that the Ho Chi Minh City People's Committee and relevant agencies remove obstacles in procedures and material sources, and promptly arrange enough capital to complete the items on schedule, especially in the context that technical traffic opening milestones have been specifically set.
To resolve the difficulty in material sources, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong signed an official dispatch conveying the opinion of Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, requesting the material team to urgently work with the provinces and cities in the Western region and neighboring areas to open more sand and stone mines. At the same time, increase the exploitation capacity of existing mines to ensure enough construction volume on schedule.
In addition, the leaders of the Ho Chi Minh City People's Committee assigned the Traffic Construction Investment Project Management Board to proactively coordinate with contractors to find alternative sand sources. Contractors were also asked to quickly sign contracts to supply stone and bring materials to the construction site.

Recently, the Government Office issued a document conveying the direction of Deputy Prime Minister Mai Van Chinh on removing difficulties and obstacles at the Ho Chi Minh City Ring Road 3 Project.
Deputy Prime Minister Mai Van Chinh directed relevant localities, including Ho Chi Minh City, Dong Nai and Tay Ninh, to urgently carry out tasks to remove difficulties for the project.
The Deputy Prime Minister requested localities to direct contractors to focus on accelerating construction, closely following the schedule to basically complete in 2025. In particular, important sections such as the 4.6 km section from the Cach Mang Thang Tam intersection - Binh Goi bridge and the Tan Van intersection section of Component 5 should be prioritized. Construction units need to regularly inspect, supervise and have timely solutions to compensate for the slow output, and at the same time reserve time in case of unfavorable weather conditions.
The Deputy Prime Minister also requested the Ho Chi Minh City People's Committee to urgently study a complete investment plan for the Tan Van intersection, ensuring effective and synchronous exploitation according to the Prime Minister's direction. Completing all component projects as required before December 31, 2025 is very important to achieve the common goal of the whole country.

According to the plan, Ho Chi Minh City Ring Road 3 will open to traffic in sections in 2025 and the entire route in June 2026. Of which, Tan Van intersection and Binh Goi bridge will be technically opened to traffic at the end of this year.
Recently, the Chairman of the Ho Chi Minh City People's Committee issued a Decision to establish a Working Group to monitor the progress and material supply for component projects 1 and 5 of the Ho Chi Minh City Ring Road 3 Construction Investment Project. The Working Group consists of 18 members, headed by Mr. Tran Quang Lam, Deputy Director of the Ho Chi Minh City Department of Construction. The Group is responsible for monitoring and promptly grasping all difficulties and problems in the progress and material supply (sand, stone, etc.) of the project. From there, advise the Ho Chi Minh City People's Committee to resolve them as required, ensuring the progress of the project.
