Restoring production and stabilizing people's lives after storm Yagi

Despite preparations and responses, the devastation of storm No. 3 Yagi still left heavy losses and consequences for Quang Ninh . After the storm, together with the provincial levels, sectors and localities, Binh Lieu district quickly   Review damage, deploy work to overcome consequences caused by storms to soon stabilize production and people's lives, determined to ensure socio-economic development goals set for 2024.

Heavy damage

Storm No. 3 with its terrifying force made landfall in Quang Ninh and several provinces and cities in the North, causing heavy damage to Binh Lieu district. Especially the impact of the post-storm circulation causing heavy rain, flooding, and landslides in the district, has affected people's lives, causing damage to infrastructure and production in all communes and towns, most seriously in Luc Hon, Huc Dong and Dong Van communes.

With the motto "3 before, 4 on-site", before, during and after the storm, the District Party Committee and People's Committee issued many documents to strengthen the direction of prevention, control and response to storm No. 3; established working groups assigning district leaders to directly inspect and direct in communes and towns; propagated and instructed people not to be subjective in the face of the storm situation, quickly reinforce and brace houses, clear rocks and soil, clear sewers, cut and prune diseased trees, trees that are prone to falling...

In particular, strengthen inspection and review of degraded works, structures, houses and areas at risk of landslides, flooding, and vulnerable areas in the area to proactively prepare evacuation plans and move people to safe areas. Along with that, prepare fully human resources, means, and materials for storm prevention; organize serious on-duty at assigned areas to be ready to perform tasks when required.

However, due to the great devastation caused by storm No. 3, it caused great loss of life and property in the district. According to the statistics of the district People's Committee, the whole district has 114 landslides and rockslides on the roads; 44 roads need to be repaired to ensure traffic; 48 canals and 2 clean water works are damaged; 13 houses collapsed, 91 houses had their roofs blown off, 62 houses were affected by landslides and floods, and hundreds of houses, structures, production facilities... were affected.

Regarding agricultural production, the total area of ​​rice and crops damaged is estimated at 184.4 hectares; nearly 100 cattle, poultry and 10 tons of freshwater fish died. In particular, the most severely damaged area of ​​forestry is 3,674 hectares. The total damage to the entire district after storm No. 3 is estimated at nearly 323 billion VND.

Take decisive and responsible action

Faced with the damage caused by the storm, two weeks after the storm, closely following the direction of the province, the Party Committee, authorities at all levels, armed forces and people of Binh Lieu district have quickly taken action, making efforts to deploy many solutions to overcome the damage and bring life back to normal.

Many youth union members and people participated in cleaning up the environment after the storm.

With the spirit of "where the storm passes, we will overcome it", the functional forces and armed forces quickly joined the people to clean up, repair houses, production facilities, and fix damaged electricity and telecommunications to serve the essential needs of the people. On September 14 and 15, responding to the province's launch, villages, hamlets, and neighborhoods in the district continued to mobilize people and youth union members to participate in general cleaning after the storm: cleaning up, collecting broken and fallen trees, clearing sewers, ditches, canals, collecting garbage, etc.

Mr. Tran A Chiu, Luc Ngu village, Huc Dong commune, said: Due to heavy rain and storms, the water level rose, and my family's vermicelli factory was flooded, from production machines to drying and coating trays, all were broken and damaged. However, right after the storm, my family started to focus on cleaning up, proactively contacted machinery and equipment repair facilities to quickly restore operations, determined not to miss this year's vermicelli production season.

As for 13 households in Cao Thang village (Luc Hon commune) that were evacuated from the landslide area during the storm, the District People's Committee has issued a decision to temporarily relocate the households, requiring them to continue staying at the village cultural house or relatives' houses to ensure safety against complicated weather developments. Through inspection and survey, the District People's Committee is hiring a consulting unit to assess the geology and the level of danger in the landslide-prone area of ​​Cao Thang village. If safety is ensured, the decision will be made to allow the households to return to their old residences.

At the same time, giving opinions on the submissions of the Department of Construction, the Provincial People's Committee and the Resolution of the Provincial People's Council "Regulations on measures to support housing damage caused by storm No. 3 in Quang Ninh province in 2024 and reporting housing data" to consider adding subjects with houses in areas at risk of landslides, having to move to another place to build new houses to receive the same level of support as households whose houses collapsed, washed away, or were completely damaged by storm No. 3 and had no other place to live in the same district, town, or city.

Ms. Hoang Thi Sinh, Cao Thang village, shared: Households in the village have been supported by functional forces, officers and soldiers of the district to move to the village cultural house to avoid the storm since September 10 until now. We have received support from the Commune People's Committee for necessities to ensure our daily life and strictly followed the decision not to return to our old houses without permission to ensure safety. However, we hope that the authorities and sectors will have directions and solutions to support households to settle down soon to stabilize their lives.

Along with the work of overcoming the consequences of the storm, responding to the Appeal Letter by the Vietnam Fatherland Front Committee of Quang Ninh province, with the spirit of "mutual love and support", on September 12, Binh Lieu district and many agencies and units in the district organized a launching ceremony to raise donations to support the people of Quang Ninh province to overcome the damage caused by storm No. 3.
