Check the implementation status of coastal road projects

This afternoon, April 15, Vice Chairman of the Provincial People's Committee Le Duc Tien inspected the implementation and site clearance of the projects: Coastal road connecting the East-West Economic Corridor, Quang Tri province, phase 1; coastal road section through Cua Tung and Cua Viet bridges.

The Coastal Road Project connecting the East-West Economic Corridor, Quang Tri Province, Phase 1 has a route length of about 48 km passing through Vinh Linh, Gio Linh, Trieu Phong districts and Dong Ha City. The project has a total investment of 2,060 billion VND, implementation period from 2021 - 2026.

Up to now, localities have handed over 25 km/48 km of land. Of which, Vinh Linh district has handed over 6.3 km/23.06 km; Gio Linh district has handed over 9.26 km/12.4 km. The remaining sections are expected to be handed over in 2025. The value of implementation to date has reached 549 billion VND.

Regarding resettlement, Vinh Linh district has 48 resettled households, of which Cua Tung town has 17 households, Kim Thach commune has 10 households, Vinh Thai commune has 21 households. It is expected that Cua Tung town has 1 resettlement area; Vinh Thai commune has 2 resettlement areas; Kim Thach commune will provide land for resettlement on the spot. Gio Linh district has 22 resettled households, of which Cua Viet town has 20 households and Trung Giang commune has 2 households. Currently, the People's Committees of the 2 districts are implementing the project.

Regarding construction work, the 23.06 km long section through Vinh Linh district has basically completed 2/3 of the bridge; the road has constructed 6.3 km of the 23.06 km roadbed. The value of implementation to date is 17 billion VND/309 billion VND, reaching 5.4%.

The 12.4 km long section through Gio Linh district is currently under construction of 2.9 km of the 12.4 km roadbed; 5/37 horizontal drainage culverts are under construction. The value of the implementation to date is 16.5 billion VND/245 billion VND, reaching 6.7%.

The current difficulties and obstacles are due to changes in the State's policies and legal regulations, and adjustments to the route to suit the current situation, resulting in costs for a number of items including resettlement, site clearance, construction costs... arising, expected to increase by about 681 billion VND compared to the total approved investment. These arising costs have not been approved and arranged, which will greatly affect the progress of site clearance, construction of resettlement areas and the progress of disbursement of central capital allocated for construction and installation.

Localities have not completed the relocation of infrastructure and technical works; have not completed the work of determining the origin of land use, building resettlement areas and clearing forests owned by the people and managed by the State. Vinh Linh district has not approved the land use plan for 2025, so according to regulations, it is not allowed to approve the compensation and land recovery plan.

For the coastal road project through Cua Tung and Cua Viet bridges, the total investment is 600 billion VND, and the implementation time is completed in 2025. In particular, the section through Cua Tung bridge area has a length of 3.16 km, starting point at the intersection with DT.574 road in Vinh Linh district, the end point of the route intersects with DT.576 Dong road in Gio Linh district.

Currently, the work of placing stakes for site clearance has been completed, and the work of cadastral survey is being completed. It is expected that the land acquisition notice will be submitted before April 20; the land inventory will be organized after the land acquisition notice is issued in April 2025; the public price will be applied in May 2025; the compensation and support plan will be approved and the site will be handed over in June 2025.

After the actual inspection, Vice Chairman of the Provincial People's Committee Le Duc Tien requested the contractor to take advantage of favorable weather to urgently mobilize additional machinery and human resources to work overtime and increase shifts to speed up the construction progress. Vinh Linh and Gio Linh districts should strengthen propaganda and mobilize people to agree on compensation and support for land acquisition and clearance; speed up the progress of determining the origin of land use and land users to soon hand over the site to the construction contractor. Assign relevant departments and branches to closely coordinate with the Provincial Construction Investment Project Management Board in appraising and adjusting the investment policy to soon submit to the Provincial People's Council for approval to speed up the land acquisition and clearance work, completing the project according to the approved schedule.
