The dispute over determining the origin of real estate between the former teacher and the Ethnic Boarding High School in Nghe An province and Vinh city has gone through many dialogues, complaints settlements and the involvement of the provincial inspectorate but has not yet reached a conclusion.
Students crowded in temporary dormitories
In the early days of summer in April, the sweltering heat makes the temporary dormitories of students at Nghe An Ethnic Boarding High School even more stuffy.
Each dormitory room here is less than 20 square meters wide. According to the standard, there will be 8 people sharing a room, but currently each room has to be shared with 12-14 students, some rooms even have up to 20 students.
Students have to sleep two to a single bed, each bed is only 85-90cm wide. Their personal belongings are stacked on top of each other, and clothes are spread out, taking up most of the aisles on each floor.

Mr. Tran Dinh Huy - Secretary of the Youth Union of Nghe An Ethnic Boarding High School - said that the school has nearly 800 students from 11 mountainous districts.
Previously, the students lived in two buildings built 40 years ago. At the end of 2023, to make way for the new dormitory, one of the old buildings was demolished.
"The school also considered finding another location to rent for the students. However, the option of renting outside had many disadvantages such as food, accommodation, activities and student management," said Mr. Huy, adding that the school had to let all students stay at the school, despite facing many disadvantages when they shared cramped rooms.
No common ground yet

The project to build a new 5-storey dormitory of Nghe An Ethnic Boarding High School has a total investment of over 62 billion VND, expected to be put into operation by the end of 2024 - on the occasion of the 40th anniversary of the school's founding.
However, the newly completed foundation construction was interrupted due to problems in site clearance.
According to Tuoi Tre Online 's investigation, in June 2006, the school's principal at that time, Mr. Nguyen Dau Truong, signed a contract to lend 5 teachers a house in the staff dormitory because the teachers had worked there for many years but had difficulty finding housing.
The contract states the terms of use until the school has a need, then at least 12 months notice is given so that teachers' families can find new accommodation.
Ms. Nguyen Thi Kieu Hoa - principal of Nghe An Province Ethnic Boarding High School - said that in 2019, when there was a policy to build a new dormitory for students, the school invited representatives of the teachers' families who borrowed the house (some retired, some deceased - PV) to a meeting, asking the teachers to arrange to find other accommodation.
"After the meeting, the teachers asked for a 3-year period to move elsewhere, but until now, two families have not returned their land and have sent petitions to the authorities with the content that they need to consider support, compensation for site clearance, and re-determine the origin of the land," said Ms. Hoa.

Meanwhile, answering Tuoi Tre Online , Mr. Nguyen Van Ky - 77 years old, former head of the history and geography team - said that his family returned the dormitory to the school and spent money to build a house on an area of 78 square meters on the school's land for the community to reclaim, and asked for permission from neighboring households to settle down from 2006 until now.
"My family's wish is that if the State takes back the land, they must compensate for the housing property on the land and consider a new place to live, not push me out onto the street," Mr. Ky requested.
Not eligible for compensation
At the regular citizen reception meeting in February 2024 of the People's Committee of Nghe An province, Mr. Hoang Quoc Viet - Director of the Department of Natural Resources and Environment of Nghe An - said that the dormitory area of the Provincial Boarding High School for Ethnic Minorities is part of the land area that the Provincial People's Committee allowed the school to use, originating from 1984, and has been granted a certificate of land use rights with an area of more than 11,200m2 .
Pursuant to the provisions of the 2013 Land Law and the results of inspection and confirmation of the origin and land use process of households and individuals, when implementing the investment project to build new works of a number of construction items of the Provincial Boarding High School for Ethnic Minorities, the State shall not recover land, compensate, or support resettlement.
Also at this citizen reception, Mr. Nguyen Duc Trung - Chairman of Nghe An Provincial People's Committee - requested Vinh City People's Committee to base on Decision No. 78 of the Provincial People's Committee, consider the circumstances of Mr. Nguyen Van Ky's family, if qualified, grant him land in the form of valuation, ensuring sympathy and reason.
Mr. Ky has been a good teacher in the province for many years and has the Third Class Resistance Medal.
