On the morning of September 26, the Provincial National Assembly Delegation coordinated with the Department of Education and Training to organize a conference to collect comments on the draft laws: Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended).
The conference was chaired by comrade Tran Dinh Gia - Deputy Head of the Provincial National Assembly Delegation and comrade Nguyen Ngoc Le Nam - Deputy Director of the Department of Education and Training.
Attending the conference were comrade Tran Van Ky - Vice Chairman of the Provincial People's Council.

At the conference, delegates emphasized the necessity of promulgating the Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended).
These are key draft laws in perfecting institutions and improving the quality of human resources to meet the requirements of fundamental and comprehensive innovation in education and training in the new context.

The delegates focused on contributing many practical contents such as: education and training development policies; improving the quality of teachers and management staff; university autonomy mechanism associated with accountability; strengthening connectivity between education levels, especially between vocational education and university education; innovating teaching programs and methods; support and preferential policies for students.

Some delegates said that amending and supplementing laws needs to ensure consistency and avoid overlap between education levels; at the same time, clearly define the responsibilities of localities in investing, managing and developing education, associated with improving the quality of teachers and management staff.
Besides, there needs to be stronger policies to encourage socialization and mobilize resources to invest in facilities and teaching equipment, especially in disadvantaged areas.


Many opinions also raised specific practical issues related to teaching and learning such as: the mechanism of compiling and the process of renewing textbooks, assessing the quality of education, the relationship between national universities and regional universities. Expanding international cooperation to attract foreign experts, lecturers, and postgraduates to promote integration to meet the demand for high-quality human resources.

In his concluding remarks at the conference, Comrade Tran Dinh Gia - Deputy Head of the Ha Tinh National Assembly Delegation highly appreciated the opinions of the delegates. The comments will be compiled and reported to the National Assembly and competent authorities for consideration during the process of completing the draft law.
This is the basis for the Ha Tinh National Assembly Delegation to participate in discussions at the upcoming 10th session of the National Assembly, contributing to the comprehensive development of Vietnam's education in accordance with the requirements of digital transformation and international integration.
