LOW SALARY FOR NEW TEACHERS
According to the 30% increase in basic salary from July 1, preschool teachers from grade 3 receive nearly 6.6 - 28.2 million VND; from primary to high school, grade 3 and above, the actual salary is 7.4 - 30 million VND. Particularly, more than 44,000 grade 4 teachers, who have not been upgraded according to the new regulations, receive a salary of about 5.9 - 17.5 million VND per month (an increase of 1.35 - 4 million VND).
Some localities also have their own preferential policies, notably Ho Chi Minh City applies a salary coefficient increase of 1.8 times for civil servants and public employees, including teachers. The above figures include basic salary multiplied by the coefficient, plus allowances. In particular, the teacher rank currently includes 3 ranks in decreasing order of 1, 2, 3. Each rank has 8-10 salary levels (salary coefficients), usually increasing by one rank every 3 years of work.
Regarding allowances, teachers receive a number of additional amounts, depending on the nature and location of work, including: seniority (5% after 5 years of work, 1% more each year), career incentives (30 - 70%), position allowance, seniority exceeding the framework, special allowances for teachers who are artisans, teaching the disabled, working in particularly difficult areas...
According to statistics from the Ministry of Education and Training, the whole country has more than 1.05 million teachers receiving salaries from the state budget. Of which, newly-employed preschool and primary school teachers (grade 3, level 1) only receive 6.6 - 7.4 million VND per month, including allowances. This level is lower than the average income of workers nationwide in the third quarter of this year (7.6 million VND).
Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers (Ministry of Education and Training), shared that about 61% of teachers who quit their jobs were under the age of 35. Young teachers often face pressure to support themselves and their families and have to study to improve their expertise.

In response to concerns about whether teachers will still receive seniority allowances, Mr. Vu Minh Duc shared that the current Teachers Law stipulates that seniority allowances will remain until the new salary policy is implemented. "However, according to the information we know, the design of the new salary table for civil servants according to job positions has also taken into account the working time of civil servants (including teachers) with "salary levels" calculated according to working time," Mr. Duc said.
Proposal to subsidize 1 year's salary for newly recruited preschool teachers
In the draft Decree implementing Resolution 218 on universalizing preschool education for children aged 3-5, the Ministry of Education and Training proposed that preschool teachers at public preschools newly recruited from the 2025-2026 school year will enjoy a policy of attracting at least 1 year of basic salary. Specifically, preschool teachers at public preschools newly recruited from the 2025-2026 school year to perform the task of nurturing, caring for and educating children aged 3-5 to meet the task of universalizing preschool education for children aged 3-5 will enjoy a policy of attracting at least 1 year of basic salary. Teachers must commit to working at the recruited preschool for at least 5 years.
Employees at public preschools receive a support fund of VND 960,000/month (the support fund is not used to calculate social insurance contributions and benefits).
This amount is to recognize their commitment and contributions, and motivate them to continue to contribute, especially in professions that require experience and high professional skills such as education, healthcare, military, police, etc.
In addition to salary and preferential allowance policies, the Law on Teachers also stipulates other policies that teachers are entitled to, such as: policies to support training activities, professional development; policies to support and arrange public housing for teachers working in remote areas...
In addition, the guiding decree will also have policies to attract talented and gifted people in specific fields (culture, arts, sports, etc.) to work as teachers in educational institutions, and to attract volunteers to work at educational institutions in areas with particularly difficult socio-economic conditions.
What does the Law on Teachers stipulate about salaries and allowances?
Salaries and allowances for teachers in public educational institutions are regulated in principle by the Law on Teachers, and the Government will stipulate details. Specifically as follows:
Teachers' salaries are ranked highest in the administrative career salary scale system; preferential allowances and other allowances according to the nature of the job and by region according to the provisions of law.
