On the morning of August 13, Prime Minister Pham Minh Chinh chaired a national conference to review the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period and orient the content for the 2026-2030 period.

At the conference, Mr. Mua A Thi, Head of Hang Pu Xi village (Xa Dung commune, Dien Bien province) expressed his joy at bringing the voice of the highland people to the conference.
Mua A Thi said that Hang Pu Xi village is located at the foot of the mountain, covered in clouds all year round. Previously, the road to the village was just a dirt and rocky trail, red dust in the sun, muddy in the rain, and vehicles could not enter.
"People live on corn fields, rice fields, chicken and pig farming, so they have just enough to eat and not enough to wear. Many days when it rains heavily, the stream water rises, and children have to stay home from school because they can't cross the bridge," said the village chief from Dien Bien.
In recent years, with the attention of the Party and State and the support of national target programs, especially the National Target Program on socio-economic development in ethnic minority and mountainous areas, the village has changed a lot.
Concrete roads all the way to the gate, electricity to every house, phone and internet signals are also available in the village; children go to school regularly, people have clean water to use. Many poor households are supported to build new houses, no longer have to worry about leaks during the rainy season, thanks to that the poverty rate in the village has also decreased significantly.
"But then, the fierce flood on the morning of August 1st swept away many houses and fields; many families were left penniless. When the water receded, a thick layer of mud covered the floors, yards and walkways," said village chief Mua A Thi.
According to the village chief, what is left after the flood is now just rubble, the life of the people after the flood is more difficult than ever. The flood has left behind haunting memories and the burden of damage on the people.
"Today, on behalf of the villagers of Dien Bien province, I would like to propose to the Party, the State and the ministries and branches to pay attention to creating conditions to arrange funding from the project on "Planning, arranging, relocating and stabilizing residents in necessary places" of the National Target Program on socio-economic development of ethnic minority and mountainous areas, to support people affected by floods. In particular, support people to relocate, arrange new safe places to live; rebuild houses for households that lost their homes", said Mua A Thi.
At the same time, he hopes that the authorities will invest in roads, bridges, irrigation, electricity, domestic water and essential works; support people with capital, crops, livestock, and production land so that people can restore production and stabilize their lives; build new and upgrade classrooms, medical stations, and irrigation works affected by floods.

Village chief Mua A Thi pledged to work with the commune's officials to publicly and transparently deploy all resources supported by the Party and the State; to propagate so that people clearly understand the policy and unanimously implement it. Thereby, encouraging each other to change their way of thinking and doing, boldly applying new techniques, both developing the economy and protecting the forests, streams, languages, songs and cultural identity of their people.
Mr. Mua A Thi believes that with the attention and facilitation of the Party and State, and the consensus of the people, the villages will gradually develop, escape poverty, and stabilize their lives.
Early morning of August 1, a flash flood and landslide suddenly struck Hang Pu Xi village under extreme weather conditions. Water and rocks poured down from the mountainside, threatening the lives of nearly 100 people who were sleeping soundly. At that life-and-death moment, Village Chief Mua A Thi immediately rushed into the flood, shouting and calling, and personally went to each household to wake up and guide people to evacuate from the danger zone. Thanks to his quickness, decisiveness and fearless actions, 90 people in the village were saved, no one was injured or died. This is considered a miracle in the context of a natural disaster that came suddenly, violently and in the middle of the night. On August 4, the Prime Minister sent a letter of commendation to Chief of Mua A Thi village. In the letter, the Prime Minister expressed his emotion at the sense of responsibility and bravery of a very young person who dared to face danger for his fellow countrymen. |
