In the first working days of the new year, from our thoughts, we all wish for our comrades, teammates, friends and relatives to be healthy and safe; and for our country and homeland to develop more and more with a bright future. Looking back at 2023, although the country in general and our province in particular faced many unprecedented difficulties and challenges, Ninh Binh province still achieved important and comprehensive achievements, completing and exceeding 14/17 main targets on socio-economic development, Party building and political system...

It can be said that after 32 years of re-establishment, Ninh Binh province has never had such remarkable development as today. It is forecasted that 2024 still has many potential unstable and unpredictable factors, which may be more difficult than last year, but Ninh Binh province will definitely overcome and develop. That belief has been proven over time and with concrete results.

Last year, the GRDP economic growth rate (7.27%) of our province, although not yet achieved as planned target, is still high compared to the average of the whole country and in the region. Ninh Binh's urban and traffic infrastructure has been invested in, built and developed synchronously, especially key and important projects, which play a strategic role as a driving force to promote rapid and sustainable socio-economic development in the period 2021-2025 and the following periods.

The province's new rural construction work has achieved positive results. Up to now, all districts have met the new rural standards, and cities have completed the new rural construction task. This is an important basis for Ninh Binh province to strive to complete the new rural construction task by 2025.

Ninh Binh tourism continues to recover after the COVID-19 pandemic and develop strongly, the quality of tourism services is increasingly improved. Ninh Binh tourism is always in the top 15 destinations, 10 provinces with the highest number of visitors in the country, voted by many prestigious domestic and international travel websites as an attractive tourist destination, the most hospitable and favorite tourist destination. In just 3 days of the New Year holiday, Ninh Binh province welcomed nearly 313 thousand tourists, ranking in the top of the country.

Along with economic development, the socio-cultural development of our province last year continued to have many changes and progress. The fields of education and training, health, labor, society, poverty reduction... all achieved encouraging results. In particular, last year, our province organized many traditional festivals and cultural and artistic activities... ensuring safety, health, uniqueness and impression, in which many programs and artistic activities had important meanings, contributing to the preservation, maintenance and promotion of traditional cultural values, arousing patriotism, and strengthening national solidarity.

In addition, Ninh Binh has also successfully organized many national and international conferences and seminars. Political security and social order and safety have been ensured; local defense and military work has been strengthened; foreign affairs, integration and international cooperation have been expanded...

The achievements of the past year and from the beginning of the 2020-2025 term up to now have created the premise and foundation for Ninh Binh province to promote the successful implementation of socio-economic development goals in 2024, accelerating towards the finish line.

The targets, tasks, and solutions for socio-economic development in 2024 and the remaining period of the 2020-2025 term have been clearly stated by the Provincial Party Committee, the People's Council, the Provincial People's Committee, and all levels, sectors, and localities. It should be noted that: This is the starting year to implement the especially important strategic task of focusing on building and developing Ninh Binh province into a millennium heritage city within the common goal of turning Ninh Binh province into a fairly developed province by 2030, basically meeting the criteria of a centrally-run city, and by 2035 becoming a centrally-run city. At that time, Ninh Binh will be "a creative city; a center of tourism, cultural industry of the country and the world; a leading center of the country's automobile industry...".

Realizing that development direction, Ninh Binh people will find happiness right on their own land. Although we know that pioneering the path will face many difficulties and challenges, we have a certain belief that Ninh Binh province will achieve the set goals.

When "the Party's will and the people's heart" are in agreement, united, and have a common aspiration, it will create an important internal resource, decisive for the development of the homeland. The intelligence, courage, innovation, dynamism, creativity... of the team of leaders at all levels, especially the leaders, along with taking advantage of 4.0 technology factors, digital transformation... will bring Ninh Binh to move quickly, strongly and steadily towards the goal.

In the first working days of the new year, thinking about the past and believing in the future, we all have the same wish for a peaceful 2024, for the country to develop more and more, to be prosperous, and for the people to be happy; for Ninh Binh province to have "smooth sailing" and accelerate to the finish line on the journey towards the future.
