To best prepare for the new school year, the Department of Education and Training has directed schools to proactively review and speed up the implementation of investment projects and repair school and classroom facilities; review and report damage and the need for textbook support to develop a backup plan and arrange support books. Directed units to launch the "shared bookcase" movement, mobilizing contributions from organizations and individuals to promptly support disadvantaged students, ensuring no student lacks books.

Dien Bien Department of Education and Training also proposed the Government to support localities in overcoming the consequences of natural disasters and stabilizing teaching and learning conditions for schools affected by natural disasters.

On September 4, the Minister of Education and Training issued a telegram requesting the directors of the Departments of Education and Training of Thanh Hoa, Nghe An, and Ha Tinh provinces to focus on reviewing educational institutions that have not yet completed the repair of damage to facilities and teaching equipment caused by the storm; continue to mobilize all resources and actively request the police, military, Youth Union, and mass organizations to speed up progress, ensure safety, and have sufficient conditions to organize the opening ceremony of the new school year 2025-2026 as planned. Along with that, prepare basic learning conditions for students, so that students do not lack schools, classes, teachers, books, and learning materials.

Many schools in Ho Chi Minh City expressed their support for people in flood-hit areas on the opening day. At Thuan Kieu Primary School, Dong Hung Thuan Ward, from the morning of September 4, the school sent an open letter to agencies, businesses, organizations, and individuals about not accepting congratulatory flowers on the opening day, and at the same time launched a movement to support and help people affected by the recent storms and floods. All the money donated by units, individuals, and organizations from September 4 to September 5 will support people in the midland and mountainous provinces of the North and North Central regions who suffered heavy losses after storms No. 4 and No. 5.

At Tran Hung Dao Primary School, Cau Ong Lanh Ward, after the national opening ceremony on the morning of September 5, the school also launched a movement to support and donate to help people in provinces that suffered heavy damage after storms No. 4 and No. 5.
