Improving the quality of urban and rural planning

With the motto that planning must be one step ahead, creating momentum for urban infrastructure construction, in recent times, the Center has advised and assisted the Department of Construction in implementing construction planning design as a basis for management of construction planning, urban-rural planning management and construction quality management in the province. In particular, in the context that the province is implementing focused, synchronous and drastic urban development to contribute to the development orientation of the provincial capital to a type II urban area, planning consultancy is of increasing interest. At the same time, the Center advises the Department of Construction to coordinate with the People's Committees of districts and cities to establish, submit for appraisal, approval and implementation of general construction planning projects and detailed planning of district towns; detailed planning projects for construction of central areas, industrial parks, residential areas; planning projects of investment projects in the province.

To improve the quality of industry consulting services, especially planning consulting, the Center focuses on training and professional development for officials and employees. Every year, send officials and employees to participate in training courses, professional development; training on planning - architecture, training in construction management and urban development; experienced people directly instruct young officials... At the same time, proactively develop plans to invest in equipment serving professional work, such as: Projectors serving work through projects; measuring equipment serving survey work and other tools to meet regular working needs, improving working conditions of officials and employees.

Thanks to that, in recent years, the Center has implemented many planning and architecture projects that contribute to the construction of urban and rural areas in the province to become more modern and civilized. Some typical plans include: Establishing and adjusting the general planning of Tua Chua town until 2035; detailed construction planning at a scale of 1/500 of Dien Bien Dong town center; detailed planning of the political administrative center of the Eastern New Urban Area, Dien Bien Phu city; detailed construction planning at a scale of 1/500 of the urban area in the Northwest of Dien Bien Phu city; detailed construction planning at a scale of 1/500 of the Muong Lay town cemetery project. In the design work, the unit has organized the establishment of construction drawing design - Total estimate of Muong Thanh Market and Trade Service Project...

Construction planning and urban planning in the province have been basically researched, established, appraised and approved in accordance with the Law on Construction, the Law on Urban Planning, etc., meeting basic criteria on population, land use, social infrastructure and technical infrastructure according to approved planning projects in districts, towns and cities. Regarding rural planning, the Center has participated in implementing new rural planning in communes. Thanks to that, the socio -economic technical infrastructure, especially the electricity system, roads, schools, stations, cultural facilities, irrigation works, etc. have been invested in fundamentally and increasingly synchronously, meeting the requirements of socio-economic development of the province and serving the production and daily life of the people.

In addition to planning work, the Center has recently focused on surveying, construction design; appraisal, project management, construction supervision and other consulting work related to construction investment activities in accordance with the law. From 2020 to present, the unit has implemented over 100 bid packages for appraisal of projects, construction design, and technical and economic reports on construction investment projects across the province.

Mr. Do Ngoc Tu, Director of the Provincial Center for Urban and Rural Planning, said: Currently, the unit participates in consulting on investment and construction of key projects in the province. To improve the quality of tasks, especially planning work, the unit has developed both in scale and capacity, built a team of experienced, dynamic, enthusiastic, and effective staff, gradually perfecting the conditions to move towards the goal of upgrading to the Institute of Construction Planning. Upgrading the Center to the Institute of Construction Planning is really necessary, meeting the requirements of performing tasks serving the State management of the Department of Construction and the Provincial People's Committee in the fields of architecture, construction planning, technical infrastructure, and urban development.
