The application of 17 trade defense measures on imported goods not only helps protect domestic production, but also contributes to increasing budget revenue.

According to information from the Ministry of Industry and Trade , up to now, 30 trade defense cases have been investigated (including 21 anti-dumping investigation cases, one anti-subsidy case, six self-defense cases and two anti-circumvention cases).

Investigated 30 cases, applied 17 trade defense measures

Of these, 17 trade defense measures are in effect. These measures have contributed to ensuring a fair trade environment, preventing the negative impact of imported goods on domestic production and the employment of millions of workers, contributing to ensuring economic security and social welfare.

Specifically, the total revenue in 2023 of domestic manufacturing enterprises participating in trade defense cases is estimated at 475,000 billion VND. The direct labor force working at the enterprises is about 36,000 people.

Annual budget revenue from trade defense tax reaches 1,200 - 1,500 billion VND; Anti-dumping and anti-subsidy tax contribute more than 1,000 billion VND to the annual budget. Applying these measures helps protect Vietnam's important manufacturing industries.

Including: steel manufacturing industry (14 measures); food (5 measures); chemicals (4 measures); construction materials (2 measures).

However, Vietnamese goods exported abroad are increasingly facing many trade defense cases. In 2024, there are signs of a significant increase in the number of trade defense investigations against Vietnamese exports, including anti-dumping, anti-subsidy, self-defense and anti-circumvention investigations.

To date, there have been 272 trade defense investigations from 25 markets and territories investigating Vietnam's exports. Including: anti-dumping investigations (149 cases), self-defense investigations (54 cases), anti-circumvention investigations (39 cases) and anti-subsidy investigations (30 cases).

In 2024 alone, there will be 26 foreign trade defense investigations into our export goods. Countries such as the US, India, Canada, and Indonesia are the markets with the highest tendency to investigate Vietnam (the US accounts for nearly 50% of the total number of cases initiated).

Vietnamese export goods are increasingly investigated

The Ministry of Industry and Trade said it regularly monitors and strengthens cooperation and information sharing to combat trade defense evasion and origin fraud. It also disseminates potential risks and the Government 's determination to combat origin fraud, illegal transshipment, and evasion.

At the same time, the ministry offers solutions and consulting options for manufacturing and exporting enterprises to avoid being investigated by other countries. Thereby helping to detect and handle individual enterprises that violate the origin of goods or only carry out production stages with insignificant added value in Vietnam.

In addition, the ministry has also issued early warnings to support businesses in responding to lawsuits against exported goods. It regularly updates the warning list of goods at risk of investigation and prevention of evasion.

Of these, 50 items at high risk of being investigated for trade defense measures or investigated against origin evasion and fraud, and illegal transshipment are monitored for export fluctuations.

Supporting businesses to promptly respond to trade defense cases initiated by foreign countries, bringing about some positive results, thanks to which exporting businesses are not subject to taxes or are subject to taxes at low levels, contributing to maintaining and expanding export markets.
