On the afternoon of September 30, heavy rain in Hanoi showed no signs of stopping, and many universities continued to inform students to switch to online learning tomorrow, October 1.
National Economics University supports students to stay at school due to storms
After 2 days of online learning due to the impact of storm No. 10 (storm Bualoi), on the afternoon of September 30, the University of Foreign Languages, Vietnam National University, Hanoi announced that all students will continue to study online on October 1.
According to the school, the switch to online learning is based on the complicated developments and possible risk of flooding due to the impact of storm No. 10, to proactively prevent and minimize damage.
Similarly, the University of Transport said that according to forecasts, heavy rain is likely to last for a long time. To ensure the safety of staff, lecturers, and students, the school has temporarily suspended all in-person classes on October 1 and switched to online learning.
For special classes (internship, practice, experiment, outdoor classes...), the school requires lecturers to proactively arrange make-up classes at appropriate times.
National Economics University (NEU) also officially allowed students to switch to online learning on October 1, the previous days the school still organized in-person teaching.
On the afternoon of September 30, it rained heavily, flooding many streets in Hanoi, making travel potentially dangerous. The National Economics University advised students to wait in lecture halls and libraries until the rain stopped before returning home to ensure safety.
For students renting a room and having difficulty moving home, the National Economics University requests the school's Training Support Service Center to check the accommodation in the dormitory and support students who need to stay at school. The school will support students with dinner at the cafeteria, in case of overload, students can use the dormitory canteen: dumplings, instant noodles...
Schools such as the University of Commerce, Hanoi University of Industry, and Foreign Trade University also continued to notify students to switch to online learning on October 1.

Schools in Ha Tinh and Nghe An suffered hundreds of billions in damages.
Also on the afternoon of September 30, the Ministry of Education and Training sent a report to the Prime Minister on the direction, organization, response and recovery of the consequences of storm Bualoi in the education and training sector.
According to the report, while storm Ragasa (storm No. 9) has not yet dissipated, storm Bualoi continues to form and become storm No. 10 in 2025, directly threatening many provinces and cities.
In Hue, 134 schools were affected, with estimated damage of about 1.1 billion VND; some low-lying schools had to temporarily close.
In Quang Tri, many schools had their roofs blown off, fences collapsed, and equipment damaged; students across the province were absent from school to ensure safety.
In Ha Tinh, 412 educational establishments were affected, with total damage of about 428.95 billion VND; students in the whole province were out of school.
In Nghe An, 483 educational establishments were affected, causing damage of nearly 300 billion VND; students in the whole province were absent from school to ensure safety.
In Thanh Hoa, 30 educational establishments were affected, and damage is being counted; students will be off school on September 29, and the following days will be decided by educational establishments based on weather developments.
Currently, the Ministry of Education and Training is continuing to direct and urge the Departments of Education and Training to update and send reports on the damage situation to the Ministry's Command Board for synthesis.
Hanoi students have a day off tomorrow, October 1st.
On the afternoon of September 30, the Hanoi Department of Education and Training announced that due to the continued heavy rain affecting learning and the city's transportation system, the department director decided that all educational institutions in the city would be closed tomorrow, October 1.
According to the Department, teachers can flexibly teach online depending on the actual situation of each school.
