On May 9, the National Assembly discussed some contents of the draft Law on Special Consumption Tax.

According to the program of the 9th Session of the 15th National Assembly, on May 9, the National Assembly discussed a number of contents with different opinions of the draft Law on Special Consumption Tax.

In the morning session, the National Assembly held a plenary session in the hall to listen to the following contents: Submission and Report on the examination of the draft Law on amending and supplementing a number of articles of the Law on Planning; Submission and Report on the examination of the draft Law on amending and supplementing a number of articles of the Law on Enterprises; Report on explanation, acceptance and revision of the draft Law on Special Consumption Tax (amended).

The National Assembly then discussed a number of controversial contents of the draft Law on Special Consumption Tax (amended).

In the afternoon session: The National Assembly held a plenary session in the hall, listened to the Report on explanation, reception, and revision of the draft Law on Digital Technology Industry and discussed a number of contents with different opinions of the draft Law on Digital Technology Industry.

Previously, in the morning session on May 8 under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to the following contents: Chief Justice of the Supreme People's Court Le Minh Tri presented the Submission and Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung presented the Report on the examination of the draft Law on amending and supplementing a number of articles of the Law on Organization of People's Courts; Chief Prosecutor of the Supreme People's Procuracy Nguyen Huy Tien presented the Submission and Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung presented the Report on the examination of the draft Law on amending and supplementing a number of articles of the Law on Organization of People's Procuracies; Government Inspector General Doan Hong Phong, authorized by the Prime Minister, presented the Submission and Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung presented the Report on the examination of the draft Law on Inspection (amended).

Next, under the direction of Vice Chairman of the National Assembly Le Minh Hoan, the National Assembly listened to Member of the National Assembly Standing Committee Le Quang Huy present a Report on explanation, acceptance and revision of the draft Law on Chemicals (amended). After that, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Chemicals (amended).

At the discussion session, 15 National Assembly deputies spoke, in which the opinions of the deputies basically agreed with the content of the Report on explanation, acceptance and revision of the draft Law on Chemicals (amended). To continue perfecting the draft Law, the deputies focused on discussing: the scope of the Law; interpretation of terms; prohibited acts; principles of chemical activities; state management responsibilities for chemicals; chemical industry development strategy; responsibilities for developing and implementing the chemical industry development strategy; chemical projects; key chemical industry sectors; chemical consulting activities; scope and requirements for conditional chemicals, chemicals requiring special control, and banned chemicals; production, trading and use of chemicals; control of purchase and sale of chemicals requiring special control; classification and labeling of chemicals; ensuring safety in chemical activities; obligations of organizations and individuals to ensure chemical safety and security; Develop plans and measures to prevent and respond to chemical incidents; coordinate prevention and response to chemical incidents...

In addition, some delegates also suggested that there should be special preferential policies for the pharmaceutical industry; building a strict control mechanism for banned chemicals, special chemicals, and dangerous chemicals; and supplementing regulations on responding to chemical incidents at sea.

At the end of the discussion, Minister of Industry and Trade Nguyen Hong Dien spoke to explain and clarify a number of issues raised by National Assembly delegates.

In the afternoon session of the same day, the National Assembly discussed in groups the following contents: Draft Law on amending and supplementing a number of articles of the Law on Organization of People's Courts; Draft Law on amending and supplementing a number of articles of the Law on Organization of People's Procuracies; Draft Law on Inspection (amended).
