* On the morning of October 27, the Provincial Party Standing Committee held its regular October meeting. At this meeting, the Provincial Party Standing Committee listened to, commented on and approved many important contents.
At the meeting, the Provincial Party Standing Committee listened to the situation and results of implementing Directive No. 20-CT/TU dated December 28, 2022 on strengthening the Party's leadership over State management of minerals in the province.
According to the report, the Provincial People's Committee has established two interdisciplinary inspection teams to conduct inspections of 22 enterprises/32 mineral exploitation licenses and has imposed fines and collected over VND 24.9 billion; declared additional tax obligations related to the total amount of taxes and fees of nearly VND 18 billion, and late payment fines of nearly VND 3 billion.
Since the beginning of 2023, the Provincial Police have detected, arrested and handled 356 cases and 400 violators in the mineral sector.
On October 20, 2023, the Provincial People's Committee continued to issue a decision to establish an interdisciplinary inspection team to inspect the remaining mineral operating units in Quy Hop district.
In addition, the Department of Construction and the District People's Committee have established inspection teams; the Department of Transport continues to strengthen the control of vehicle loads; and control the loads of upstream areas.
* Previously, the Provincial Party Standing Committee held a meeting with former members of the Provincial Party Standing Committee who retired under the regime under Regulation 22-QD/TU dated May 15, 2023 on implementing a number of mechanisms and policies of the Nghe An Provincial Party Committee. These were comrades: Nguyen Xuan Son - former Standing Deputy Secretary of the Provincial Party Committee, former Chairman of the Provincial People's Council and comrade Cao Thi Hien - former member of the Provincial Party Standing Committee, Standing Vice Chairman of the Provincial People's Council.
* On the afternoon of October 27, in Vinh City, the 18th People's Council of Nghe An province held the 16th Session (Special Session).
At this session, the Provincial People's Council organized a vote of confidence elected by the Provincial People's Council. This is an important method of supervision of the Provincial People's Council, contributing to the assessment of the prestige and performance of the assigned tasks and powers of the person being voted on, helping the person being voted on to see the level of confidence to continue to strive, practice, improve the quality and efficiency of work; serving as a basis for competent agencies and organizations to consider planning, training, fostering, arranging and using cadres.

* At the Session, the Provincial People's Council approved the draft Resolution on approving the Urban Development Program of Vinh City to 2030, with a vision to 2050.
* Also at the thematic session, promulgated preferential policies for Phan Boi Chau High School for the Gifted.
* Nghe An education sector requires that the organization of life skills linkage in schools must be voluntary. This is one of the important contents in the guidelines for linking the organization of life skills education activities in educational institutions recently issued by the Department of Education and Training.
* Based on basic investigations in areas and routes..., the Traffic Police Team of Vinh City Police continues to implement a plan to check alcohol concentration and strictly handle violations according to the principle of "no forbidden zones, no exceptions".
