According to a report by the Ministry of Agriculture and Environment , the sea dyke and river dyke system in provinces and cities from Ninh Binh to Hue has 43 key and vulnerable locations and 4 projects under construction.
Sea dykes from Thanh Hoa to Ha Tinh are designed to withstand storms with wind levels of 9-10 and an average tide level of 5%. In the event of storm No. 5, sea dykes with a top elevation of < +4.0m are at high risk of being overtopped by storm surges.
Accordingly, in Thanh Hoa province, the sea dykes: Hoang Truong, Quang Nham, Hai Binh, Ninh Chau are at high risk of being unsafe when storm No. 5 with level 13-14 strength, gusting to level 17 (exceeding design level) makes landfall.
The sea dike of Hai Binh commune (old Tinh Gia district) is low, overflowed in 2017, and has not been reinforced or upgraded.
