Many new points in the management of national science and technology tasks

The Ministry of Science and Technology is restructuring the National Science and Technology Program towards simplifying administrative procedures and effectively using the state budget.

At the regular press briefing for the fourth quarter of 2023 held on the afternoon of January 24, Deputy Minister of Science and Technology Nguyen Hoang Giang said that in 2023, the industry had overcome many difficulties and achieved initial results in the 5-year term, in which activities were aimed at depth and efficiency. One of them was the completion of policy mechanisms, the construction of a legal corridor to facilitate scientists, and the restructuring of task programs in a more effective direction; so that science and technology can contribute better to business operations and people's lives.

Accordingly, after completing restructuring and building a legal corridor for programs in 2023, the Ministry of Science and Technology will deploy 44 national science and technology programs in 2024 with many new points.

Mr. Nguyen Nam Hai, Director of the Department of Planning and Finance, Ministry of Science and Technology, clarified the new points, first of all, the programs in this phase last for 10 years instead of 5 years. Previously, a national science task usually took 3 to 5 years to implement. According to Mr. Hai, this time is short, the formation of tasks is fragmented and ineffective. "The longer-term design allows the formation of tasks and task clusters that can connect and inherit previous research results, avoiding overlap," Mr. Hai said.

The tasks ordered in the programs are also closely linked to socio-economic development goals and regional and local development programs.

Mr. Hai said that from 2022, the system of circulars on national-level task management will be revised from the task identification stage to the selection, monitoring, and acceptance assessment. The revision aims to simplify administrative procedures, resolve difficulties for scientists in preparing documents, and reduce administrative procedures so that scientists can focus their efforts on research.

Loose management contents are also supplemented to effectively use the state budget in scientific research and prevent loss.

Currently, the Ministry of Science and Technology is initially applying information technology to manage tasks in the network environment.

At the press conference, Mr. Do Thanh Long, Chief of Office of the Ministry of Science and Technology, also informed about the key tasks in 2024. In addition, he said that the Ministry of Science and Technology has completed the Local Innovation Index (PII) to provide an overall picture of the current status of the socio-economic development model based on science, technology and innovation. This index will be announced as soon as possible after completing administrative procedures.
