The Ministry of Home Affairs, as the standing body of the Government's Steering Committee, advised the Government Party Committee to report to the Politburo and the Secretariat on the implementation of the law on decentralization, delegation of power, and assignment of authority, some contents of the implementation of the Law on Cadres and Civil Servants in 2025, standards of administrative units, classification of administrative units and classification of urban areas, adjustment of basic salary in 2026, position allowances, regional allowances, and special allowances. The Ministry also advised the National Assembly Standing Committee to submit to the National Assembly Standing Committee the draft Law on Civil Servants (amended); submit to the Government the draft Resolution of the National Assembly Standing Committee on guidelines for determining the expected structure, composition, and allocation of the number of people nominated to run for election as People's Council deputies at all levels for the 2026-2031 term; Complete the dossier and send it to the Ministry of Justice for appraisal of the draft Resolution of the National Assembly Standing Committee on standards of administrative units and the Government's Decree on classification of administrative units.
The Ministry of Home Affairs is urgently developing and completing the submission to the National Assembly Standing Committee of resolutions stipulating the number of Vice Chairmen and Vice Heads of the People's Councils at the provincial and communal levels and the number of full-time delegates of the People's Councils at the provincial and communal levels; stipulating the criteria and conditions for establishing the Ethnic Committee of the Provincial People's Council. Submitting to the Government decrees stipulating the framework of the number of Vice Chairmen of the People's Committee, the structure of the People's Committee, the order and procedures for requesting approval of the results of the People's Council's election, dismissal, and removal of the Chairman and Vice Chairmen of the People's Committee, the order and procedures for transferring and removing the Chairman and Vice Chairmen of the People's Committee, and delegating the authority of the Chairman of the People's Committee; model working regulations of the People's Committees at the provincial and communal levels; on collecting voters' opinions on projects to establish, dissolve, merge, divide, and adjust administrative boundaries; on assessing and classifying the quality of agencies, organizations, units, and civil servants; and on civil servant job positions.
A number of Ministries (Home Affairs, Industry and Trade, Agriculture and Environment, Ethnicity and Religion...) have sent officials who are Department-level leaders to strengthen their work in localities to grasp the situation, guide and support localities in specialized fields when operating the 2-level local government; update the situation, assess the ability to perform tasks according to the decentralization in the management field, provide professional guidance to specialized officials at the provincial and communal levels and send recommendations and difficulties of localities in the implementation process to promptly answer and resolve difficulties and obstacles at the grassroots level. The Ministry of Home Affairs has sent 34 Department-level leaders and specialized officials to strengthen their work in the grassroots level, which has promoted positive effectiveness, regularly grasped the local situation and reported weekly and daily results to the Ministry; reflected the difficulties and obstacles of localities to the Support Team to propose timely support plans for localities to implement in the process of operating the 2-level local government model.
In addition, ministries and ministerial-level agencies continue to strengthen the organization of online conferences and training as well as inspections, professional guidance and responses to recommendations. In particular, the Ministry of Home Affairs has issued a Plan to organize a Conference to answer questions about documents and archives when operating a 2-level local government and transfer the Digital Archives Management System/Software (organized a Conference in the Northern region). The Ministry of Ethnic Minorities and Religions organized 3 delegations to inspect and guide the implementation of ethnic and religious work when implementing the 2-level local government model in Thai Nguyen, An Giang, and Tay Ninh. The Ministry of Industry and Trade built and organized an online Conference on chemicals, safety techniques and industrial environment. The Ministry of Foreign Affairs organized a class to update knowledge and professional foreign affairs in the North Central region and the Central Coast.
The Ministry of Justice organized inspection delegations to grasp the situation, provide guidance and remove difficulties and obstacles in civil status work in communes and wards in Tay Ninh and Lam Dong and organized training conferences to improve capacity and knowledge of legal aid for officials, community representatives and mass organizations in 4 wards in Khanh Hoa province. The Ministry of Finance organized online conferences at 34 provincial and municipal tax offices and 350 grassroots tax offices on the implementation of tax administrative procedures under the 2-level local government model. The Ministry of Agriculture and Environment and the Ministry of Construction also simultaneously deployed many forms of monitoring and supervision. Thereby, the ministries and central agencies have proactively grasped the actual situation, promptly reported and proposed solutions to the Government and, according to their direct authority, guided and removed difficulties and obstacles for localities.
Ministries and ministerial-level agencies have established standing groups and working groups; set up hotlines (Zalo, telephone), specialized pages and columns to receive feedback and recommendations from localities; proactively resolve them within their authority or submit them to competent authorities for consideration and resolution, ensuring that the process of reorganizing the apparatus, organization and operation of local governments at two levels is smooth, stable and on schedule according to the direction of the Central Government. Some ministries have proactively worked with local departments and branches and at agencies and units under the Ministry to grasp the implementation situation and directions for removing difficulties and obstacles in areas under their management authority.
The Ministry of Home Affairs, as the standing agency of the Government's Steering Committee, has maintained the reception of feedback, recommendations, difficulties and problems (from localities, people and businesses) in the process of operating the two-level local government through many forms such as: Receiving feedback and recommendations on the Ministry's Electronic Information Portal; through the weekly periodic reporting mechanism of localities, feedback reports of civil servants assigned to strengthen in localities. The Ministry of Home Affairs continues to maintain a standing team to receive and respond through three channels: Electronic Information Portal, direct phone, Zalo group.
Recently, many difficulties and problems of localities have continued to be issued by ministries and branches to guide and resolve them completely regarding contents related to civil status, justice (Ministry of Justice), policies, salary, insurance, public employee and civil servant payroll (Ministry of Home Affairs), management of infrastructure assets, urban development after administrative unit arrangement (Ministry of Construction), registration of seal samples, foreign affairs (Ministry of Foreign Affairs). Ministries and ministerial-level agencies have urgently reviewed, synthesized and evaluated the feasibility and proposed solutions, recommendations to remove difficulties and problems when implementing decentralization, delegation of power, and division of authority during the 2-month period of implementing the 2-level local government organization model.
