An Phu Interchange Delayed, HCMC People's Committee Requests Termination of Contract with Weak Contractor

The Chairman of the Ho Chi Minh City People's Committee requested the investor to terminate the contract with the weak contractor at the An Phu Intersection Project, and at the same time speed up the progress to complete it by the end of 2025.

On August 21, the Ho Chi Minh City People's Committee sent a document to the Traffic Construction Investment Project Management Board (Traffic Board - investor) and relevant departments and branches about speeding up the completion of the An Phu Intersection Project.

After reviewing the proposal of the Department of Construction on the implementation status of the An Phu Interchange Construction Project, the Chairman of the City People's Committee assigned the Director of the Traffic Department to seriously inspect, review and evaluate all contractors constructing the Project.

From there, tighten contract management, apply contractual sanctions to weak contractors including: volume transfer, personnel replacement, capacity assessment, information update to the national bidding system, contract termination, advance payment recovery, etc.

The results of the handling must be reported to the City People's Committee and the Department of Construction before August 25.

To compensate for the delayed progress, the Chairman of the Ho Chi Minh City People's Committee requested the Traffic Department and construction contractors to increase machinery, equipment, human resources, organize construction in "3 shifts, 4 teams" and develop detailed construction progress of the remaining items. Construction contractors must be responsible before the law if they violate the contract commitments.

Director of the Traffic Department, urgently complete and put the project into operation before December 31, 2025 in accordance with Resolution No. 11/NQ-HDND of the City People's Council and be responsible to the Chairman of the City People's Committee in case of continued delays compared to the set plan.

The City People's Committee also requested the City Police to preside over and coordinate with the Department of Construction to continue supporting the Traffic Department in regulating and diverting traffic to speed up the project's implementation progress.

Recently, the Ho Chi Minh City Department of Construction reported to the City People's Committee on the construction status of the An Phu intersection project.

According to the report, the An Phu Interchange Project has implemented 13/18 construction packages, up to now the total construction output of the entire project has only reached about 70%, many packages are behind schedule.

With the current construction progress, the entire project will not be completed until the end of 2026 (1 year behind schedule).
