Ho Chi Minh City stops pre-feasibility report, steps up calling for investment in Cai Mep Ha project

The Cai Mep Ha logistics center project (HCMC) is a key investment attraction, but the recent proposal to stop preparing the pre-feasibility report due to the current forest status records and inventory procedures being no longer suitable has attracted many investors' attention.

Regarding the investment in the construction of the Cai Mep Ha logistics center project, a representative of the Ho Chi Minh City Department of Construction shared specific information at the Ho Chi Minh City economic and social press conference on the afternoon of September 25.

Accordingly, the Cai Mep Ha logistics center project is planned with an area of ​​about 1,686 hectares according to the decision in April 2024 of the People's Committee of the former Ba Ria - Vung Tau province (now merged into Ho Chi Minh City).

The Ho Chi Minh City Department of Construction is assigned to prepare a pre-feasibility study report on investment in construction of this project and approve the task outline and cost estimates for the work from 2021.

On December 8, 2023, the People's Committee of Ba Ria - Vung Tau province issued a decision approving the adjustment of the outline in the investment preparation stage to prepare a pre-feasibility study report.

At that time, the People's Committee of Ba Ria - Vung Tau province assigned the Department of Agriculture and Rural Development to inventory and re-evaluate the current status of forests and non-forested land under the project to ensure compliance with the adjusted boundaries and actual status (to complete the dossier for changing the purpose of use).

On June 25, 2025, the Department of Agriculture and Environment reported to the province about the proposal to stop the inventory and valuation of forests belonging to the project because the approved forest status report and forest status map were no longer suitable and were more than 6 months old before the date of submission of the dossier.

At the same time, according to the explanatory report and forest status map, the investor must prepare it within 6 months before submitting the application. However, the Cai Mep Ha logistics center area belongs to the free trade zone attached to the seaport, so the Department of Construction's estimate of the cost of forest investigation, inventory, and valuation is no longer appropriate.

On June 28, 2025, the People's Committee of Ba Ria - Vung Tau province agreed to stop the above task. At the same time, the project has attracted a number of interested investors, who have submitted documents for approval of the project's investment policy.

Therefore, the Ho Chi Minh City Department of Construction has sent a document requesting the People's Committee to consider allowing the suspension of the pre-feasibility study report for the project's construction investment.

The Department of Construction added that the Cai Mep Ha logistics center project is currently a key project calling for investment.
