Approved nearly 85 billion VND to implement policies and regimes according to Decree 178

The Provincial People's Committee has just approved the budget for implementing policies and regimes according to Decree No. 178/2024/ND-CP dated December 31, 2024 (Decree 178), Decree No. 67/2025/ND-CP dated March 15, 2025 of the Government (Decree 67) with a total amount of nearly 84.9 billion VND.

Specifically: the budget for implementing policies and regimes for early retirement (62 cases) is nearly 72.9 billion VND; the budget for implementing policies and regimes for severance pay (13 subjects) is nearly 12 billion VND.

The Provincial People's Committee assigns the Department of Home Affairs to be responsible for the approved subjects. Relevant agencies, units, localities and individuals are responsible for the accuracy of the proposed subjects' records.

The Department of Finance is responsible for advising competent authorities to supplement the 2025 targeted budget for localities according to regulations when the Central Government supplements the provincial budget with targeted funds to implement Decree 178 and Decree 67.

Representatives of the Department of Finance reported on the implementation of policies and regimes according to Decree 178 and Decree 67.

According to the Department of Finance, the total number of subjects implementing policies and regimes under Decree 178 and Decree 67 expected to be approved in 2025 is 3,278 subjects, with a total expected funding need of more than VND 3,874 billion.

Specifically: 2,608 people have been approved for retirement, with a total estimated budget of more than VND 2,869 billion. Of which, 1,961 people have been approved for funding, with a payment requirement of more than VND 1,902 billion. The number of new subjects expected to arise is 670 people, with an estimated budget of VND 1,005 billion.

The total available funding is more than 1,526 billion VND, the total remaining need to pay is 2,348 billion VND. On August 15, 2025, the Provincial People's Committee issued Document No. 027/TTr-UBND requesting the Ministry of Finance to support the remaining funding to implement policies and regimes for cadres, civil servants, public employees and workers in the implementation of the arrangement and organization of the apparatus according to Decree 178 and Decree 67.
