Deputy Prime Minister Tran Hong Ha - Deputy Head of the National Civil Defense Steering Committee, Head of the Forward Command to Respond to Storm No. 10 chaired the conference at the Thanh Hoa Provincial Military Command bridge point.
On the afternoon of September 28, the National Civil Defense Steering Committee held a conference to deploy prevention and response work for storm No. 10 (storm Bualoi). The conference was connected online with coastal provinces and cities forecast to be affected by the storm.
According to initial reports from localities, by noon on September 28, storm No. 10 had left 4 people dead and missing. Among them were 2 people on the BV6470 ship that had an accident at Cua Viet, Quang Tri province; 1 person was swept away by the water in Hue and 1 person in Kham Duc commune ( Da Nang city).
76 houses in Hue were damaged and had their roofs blown off by storms; 3 temporary bridges were swept away ( Nghe An ); some underground spillways and roads in Thanh Hoa, Nghe An, Quang Tri, and Hue provinces and cities were flooded.

Regarding the evacuation of people, the provinces from Ninh Binh to Hue have organized the evacuation of 4,694 households/11,177 people in dangerous areas to safe places. Of which, Ninh Binh has 894 people, Thanh Hoa has 330 households/1,372 people, Nghe An has 389 households/891 people, Ha Tinh has 3,557 households/6,749 people, Quang Tri has 145 households/651 people, Hue has 273 households/620 people. Currently, the localities are continuing to organize the evacuation of households in dangerous areas.

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the highest requirement is to ensure the safety of people's lives. Localities must absolutely not be subjective, must resolutely evacuate people from dangerous areas, organize response according to the "four on-site" principle and prepare enough food and necessities for people in the evacuation area.
The Deputy Prime Minister noted in particular that this is a very strong storm, moving quickly through an area where many ships are operating; on the other hand, the storm is heading towards the mainland of the North Central region, which has just suffered heavy damage due to storm No. 3, storm No. 5 and the floods after the storm. The storm is expected to make landfall at night, so localities absolutely must not be subjective or negligent, and assign tasks with "clear people, clear jobs, clear responsibilities". Urgently review and complete response scenarios, especially to prepare for sudden and unexpected situations that may arise when the storm makes landfall.

The Deputy Prime Minister also requested ministries and sectors, especially the Ministry of Agriculture and Environment, the Ministry of Industry and Trade, and the Ministry of National Defense to closely coordinate with localities to proactively respond. Search and rescue forces, medical, electricity, and traffic forces must be on duty 24/7, ready to handle incidents as soon as the storm subsides.
Immediately after the meeting, Deputy Prime Minister Tran Hong Ha and the working delegation moved to Nghe An to inspect the actual situation of response to storm No. 10.
