The Hanoi Department of Education and Training recently issued enrollment decisions for two newly established high schools, Do Muoi High School (Yen So Ward) and Phuc Thinh High School (Phuc Thinh Commune). Accordingly, each school is assigned a quota of 450 students, regardless of enrollment area.

Also according to the regulations of the Department of Education and Training, students register on the city's primary admission portal from 8:00 a.m. on July 19 to 12:00 p.m. on July 22. During this time, students can change their wishes if they want.

The above decision was issued in the context that the admission to grade 10 seemed to be settled, Hanoi has announced the exam scores and benchmark scores for grade 10 this year. Students who fail to pass the public school entrance exam all have their own choices.

Therefore, many parents regret that their children do not have the opportunity to study at one of the two newly established schools with spacious, modern facilities, located in a densely populated area, especially for parents whose children have been admitted to their third choice at a suburban school, far from home.

A parent in the urban area of Yen So Ward, whose child scored 16 points in the 10th grade exam, confided: Do Muoi High School is located right near their house, but when their children had to register their wishes, the list of enrollment quotas assigned by the Department of Education and Training did not include this school.

People see that the school is almost finished, but there is no information about whether the school will be completed in time for this year's enrollment season or what the enrollment method will be... Therefore, parents still choose their children's enrollment wishes according to the regulations: each student can choose up to 3 wishes to enter a non-specialized public high school and calculate the admission score to pass at least 1 wish.

Usually, students will be advised to choose the safest third choice, which means choosing a school with the lowest admission score, located in the suburbs. And her child was also encouraged by the homeroom teacher to take advantage of registering for all three choices.

"At first, I thought that if I registered my third choice in Hoai Duc as the teacher advised, even if I passed, I wouldn't let my child study there because it's 40-50 km away from home. So when the teacher advised me like that, I just thought of registering for the sake of it," the parent said.

As a result, her child failed both of her choices in the inner city area but was accepted into the third choice at a school in Hoai Duc. When the family learned of the test scores and admission standards, they applied for their child to a private school closer to home, with a lower entrance score but quite high tuition fees.

Now Do Muoi High School is recruiting students and the condition is that all wishes must be rejected, which makes her extremely regretful. If only she had not registered for the third wish "just for show", her child would have had the opportunity to be admitted to a public school near home.

Pressure on public school admission rates

The case of the parent whose child is entering grade 10 mentioned above is not an isolated one. On some social networking groups for parents of students in Hanoi, from the evening of July 18 until now, there have been many similar concerns and worries.

Many people also expressed regret for following the advice of teachers, just registering their third choice at the schools with the lowest admission scores, ensuring the chance of being admitted to a public school.

In Hanoi, almost every year there are students and parents who are upset about the situation where homeroom teachers "advise" students with poor academic performance not to register for grade 10 of public high schools.

Or teachers and schools often advise students to choose "safe" options, causing them to lose the opportunity to be admitted to schools that truly suit their abilities.

After each exam, the fanpages of middle schools loudly "show off" the passing rate of public high schools' 10th grade entrance exams of more than 90%, even 100%... This unintentionally puts pressure on schools with low results and on parents and students whose children do not pass the entrance exam to public schools.

Many opinions say that this situation is due to the pressure of teachers and schools themselves on the percentage of students passing the 10th grade of high school to "make up" the school's performance report. Therefore, there is a phenomenon of students who do not study well and do not take the exam or take the exam but choose a school with a very low standard score so that even if they pass, they are not sure to study, as long as the school's 10th grade passing rate is high.

Also in these groups, parents share "lessons learned" so that parents whose children will take the exam next year will not make the same mistakes.

"The experience for parents whose children are taking the 10th grade entrance exam is that even if they register for 3 choices, they should still consider whether they will study at that school if they pass. If they decide that even if they pass the 2nd or 3rd choice, they will not study at that school, then they should not choose it," one parent wrote.

Returning to the story of the enrollment of the two newly established schools, the representative of the Department of Education and Training said that such regulations are appropriate, adding more opportunities to pass for students with high scores but only registering for 1-2 wishes; ensuring fairness, not disrupting the enrollment source for schools in suburban areas where many students registered for the 2nd and 3rd wishes, passed and enrolled.

Admission to Do Muoi and Phuc Thinh High Schools will be based on the exam scores that students register for, from high to low until the quota is met.

Before 10am on July 24, the list of successful candidates will be announced at the school and on the department's portal. Successful candidates will enroll from July 28 to 30.
