Hai Ba Trung Ward: Many businesses are still subjective in fire prevention and fighting.

The conference was attended by more than 400 delegates who were heads of production and business establishments, Secretaries, Heads of residential groups and local people.

Speaking at the conference, Vice Chairman of Hai Ba Trung Ward People's Committee Nguyen Tien Quang said that on May 15, 2025, the Prime Minister issued Decree No. 105/2025/ND-CP detailing a number of articles and measures to implement the Law on Fire Prevention and Fighting and Rescue, especially assigning the task of performing state management of fire prevention and fighting to the People's Committees at the commune level (the basis in Appendix I, Decree No. 105/2025/ND-CP).

On July 30, implementing the direction of the City People's Committee, the City Police organized a ceremony to hand over the list of facilities in the list of Commune-level People's Committees to the Ward People's Committees to perform state management of fire prevention and fighting in the area.

In addition, to ensure proactive and timely handling from the beginning when a fire or explosion occurs according to the 4-on-the-spot motto, the Ward People's Committee has directed the review, establishment, and completion of each residential group with a grassroots fire prevention and fighting team as well as paying attention, investing funds, and providing firefighting and rescue equipment for this force to meet the requirements of the task.

According to Mr. Nguyen Tien Quang, from the beginning of 2025 until now, there has been one small fire in the ward; no major fires causing serious damage to people and property. In particular, local forces and people have proactively and promptly extinguished the fire right from the initial stage.

However, a number of fires occurring in the ward have shown that the sense of responsibility of the heads of some agencies, units, businesses and households is still not high.

In that situation, organizing propaganda and training courses is very urgent to raise awareness, roles and responsibilities of Party committees at all levels, authorities, leaders, officers in charge of fire prevention and fighting work, especially civil defense forces and grassroots fire prevention and fighting forces, in complying with regulations and organizing fire prevention and fighting activities.

At the same time, build the movement "fire prevention and fighting for the whole people" associated with the movement "fire prevention and fighting for the whole people to protect national security"; replicate models such as "Fire Prevention and Fighting Safety Inter-family Group", "Fire Prevention and Fighting Safety Residential Area", "Public Fire Fighting Point" to improve the effectiveness of fire prevention and fighting work in the area.

To proactively do a good job in fire prevention and fighting, Vice Chairman of the Ward People's Committee Nguyen Tien Quang requested relevant units to promote propaganda, dissemination of education , laws, and knowledge in many forms, build a mass movement of fire prevention and fighting associated with the emulation movement to protect national security, creating a strong change in awareness, consciousness, and responsibility of cadres, party members, and workers in the ward in fire prevention and fighting work.

At the same time, perform the state management function of fire prevention and fighting and search and rescue in the area; strengthen inspection and handling of violations in areas and facilities regarding fire prevention and fighting, ensuring fire safety at agencies and workplaces.
