Directions and tasks of patriotic emulation movements in Ha Tinh in the coming time

In the coming time, Ha Tinh will continue to promote patriotic emulation movements, determined to successfully implement the targets and tasks of 2023 and the 5-year plan (2021-2023).

After the Central Committee issued the directive, on June 11, 1948, President Ho Chi Minh issued the Call for Patriotic Emulation, officially launching the emulation movement across the country. The Call had the power to attract, motivate, and call upon the entire Party, people, and army to promote the tradition of patriotism, the spirit of solidarity, the will to self-reliance, self-strengthening, overcoming all sacrifices and hardships, establishing glorious feats of arms and great achievements in the revolutionary cause of our country.

2023 is the mid-term year, which is of great significance in promoting the implementation and striving to complete the 5-year plan goals of 2021-2025. In addition to favorable conditions, the economy of Ha Tinh province is forecast to continue to face many difficulties and challenges. Emulation and reward work focuses on implementing the following key tasks:

- Promote patriotic emulation movements, determined to successfully implement the targets and tasks of 2023 and the 5-year plan (2021-2023):

Continue to direct the good implementation of Directive No. 34-CT/TW dated April 7, 2014 of the Politburo on continuing to innovate emulation and commendation work; implement the Law on Emulation and Commendation in 2022; Directive 19/CT-TTg dated July 16, 2021 of the Prime Minister on launching emulation to successfully carry out the socio-economic development tasks in 2021 and the 5-year Plan (2021-2025); Directive No. 08-CT/TU dated May 24, 2021 of the Provincial Party Standing Committee on promoting the patriotic emulation movement to successfully implement the Resolution of the Party Congresses at all levels for the 2020-2025 term and the implementation plans of the Provincial People's Committee and the Provincial Emulation and Commendation Council.

Widely deploy emulation movements to successfully carry out socio-economic development tasks in 2023; continue to effectively implement 5 emulation movements launched by the Prime Minister according to the Implementation Plan of the Provincial People's Committee: "The whole province joins hands to build Ha Tinh province to meet new rural standards in the period of 2021-2025", "Ha Tinh for the poor - No one is left behind" in the period of 2021-2025, "Cadres, civil servants and public employees of Ha Tinh compete to implement office culture", "Promote the development of synchronous and modern infrastructure; practice thrift, fight waste"; "Ha Tinh enterprises integrate and develop" to promote the strength of the entire political system, propagate and mobilize all classes of people to actively participate. Closely follow the political tasks, key and urgent tasks to organize, launch and implement thematic emulation movements, peak emulation periods to complete the targets and tasks of the work. Sectors, fields, units and localities organize emulation movements to celebrate major holidays and major political events of the country and the province.

- Strengthen propaganda, discover and replicate advanced models; promote the role of the Fatherland Front and its member organizations in coordinating the organization and implementation of emulation movements and propaganda, mobilizing all classes of people to unite, trust and actively participate in emulation movements, creating high consensus and promoting the strength of the whole society in implementing the goals and tasks of 2023 and the following years; coordinate with mass media agencies to promptly discover, propagate, disseminate, introduce and replicate advanced models, good people, good deeds, new factors in emulation movements. Effectively and qualitatively organize the Contest "Press writes about good people, good deeds, advanced models in patriotic emulation movements"; increase the length of news and articles on specialized pages and columns of the province's media agencies, thereby promptly propagating, replicating and spreading typical models in the community.

- Innovate and improve the quality of commendation work, ensure democracy, publicity, transparency, the form of commendation must be commensurate with the emulation movement and achievements; increase commendation for special and extraordinary achievements; commendation for farmers, workers, people directly involved in advisory work, labor, and production. Well implement the Party and State's policies on commendation for resistance achievements and resolve the backlog of commendation for resistance achievements; well implement the work of confirming resistance achievements, proposing to grant, change, and re-grant resistance war reward artifacts.

Continue to direct innovation and improve the quality of activities of Emulation and Reward Councils at all levels; direct the consolidation and improvement of the quality of activities of grassroots Initiative Councils in reviewing and recognizing the effectiveness of topics and initiatives. Strengthen inspection, examination, supervision and self-inspection, and supervision of the implementation of legal regulations on emulation and rewards.

The Provincial Public Administration Service Center has been recognized by people and businesses.

Rebuild the set of administrative procedures in the field of emulation and commendation to promptly apply immediately after the Law on Emulation and Commendation takes effect. Focus on solutions to increase the rate of early settlement of administrative procedures at the Provincial Public Administration Service Center. Propagate and mobilize units and organizations to implement online public services at levels 3 and 4. Actively apply information technology in handling professional expertise, exploiting information and data on emulation and commendation; build software to manage emulation and commendation data to implement in the whole province, contributing to the goal of digital transformation in emulation and commendation work. Exploit and effectively use the "Electronic file management system for emulation and commendation sector".

- The emulation clusters and blocks of the province operate effectively, strengthen coordination and support each other in performing political tasks, organize exchange activities, disseminate typical models, connect to the grassroots; review, honor and propose rewards objectively, transparently and in accordance with achievements, the rewarded collective receives high consensus, and is worthy of being the leading unit for units in the cluster and block to learn from.
