Quang Tri considers evaluating proposals at Quang Tri Thermal Power Plant project

After the Thai investor withdrew, Power Generation Corporation 1 under Vietnam Electricity Group sent a document to the People's Committee of Quang Tri province requesting to be assigned as the investor of the Quang Tri Thermal Power Plant project.

On September 15, the People's Committee of Quang Tri province announced that it had assigned the Department of Industry and Trade to act as the focal point, coordinating with the Vietnam Electricity Group (EVN) to implement the Prime Minister's instructions in the related notice regarding the proposal to assign EVN as the investor of the Quang Tri Thermal Power Plant project.

Quang Tri Provincial People's Committee also directed the Department of Industry and Trade to advise the Provincial People's Committee to report to the Ministry of Industry and Trade for assessment and proposal to report to the Prime Minister. The Department of Industry and Trade's report consultation must be completed before September 20, 2025.

Previously, on September 6, the Government Office issued Notice No. 463/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at the working session with the Standing Committee of Quang Tri Provincial Party Committee on the socio-economic situation in the first 6 months of 2025 and the implementation of key projects and works in Quang Tri province.

Regarding the proposal to assign EVN as the investor of the Quang Tri Thermal Power Plant project in the case of an emergency power project or construction as prescribed by the Electricity Law 2024, the Prime Minister assigned Quang Tri province to coordinate with EVN to carefully review, analyze thoroughly, clarify urgent investment requirements for the project as prescribed by law; assess the specific characteristics and advantages of the project in the general context of similar projects in other localities, feasibility and commitment on investment, completion time, and putting the project into operation before December 31, 2030; report to the Ministry of Industry and Trade for assessment and proposal to report to the Prime Minister in September 2025.

It is known that the Quang Tri Thermal Power Plant project has a capacity of 1,320 MW. In August 2013, the Prime Minister approved the project for the Thai Electricity International Company (EGATi) to be the investor and implement it under the build-operate-transfer (BOT) form, with a total investment of over VND55,000 billion (over USD2.2 billion). The scale of the project includes 2 units, each with a capacity of 660 MW.

On July 3, 2024, the Ministry of Industry and Trade sent a document to investor EGATi agreeing to let EGATi stop implementing the Quang Tri Thermal Power Plant project as requested by this investor in the document dated May 29, 2023; at the same time, the Ministry of Industry and Trade and EGATi no longer have responsibilities and obligations to each other related to the Quang Tri Thermal Power Plant project.

Currently, the Quang Tri Thermal Power Plant project has been updated in the list of slow-progressing coal-fired thermal power projects (due to changes in shareholders and capital arrangements) under the National Power Development Plan for the 2021-2030 period with a vision to 2050 issued by the Prime Minister in Decision No. 500/QD-TTg dated May 15, 2023 (Power Plan VIII); and the Plan for implementing Power Plan VIII issued by the Prime Minister in Decision No. 262/QD-TTg dated April 1, 2024. In particular, the Prime Minister assigned the Ministry of Industry and Trade to work with investors to allow an extension until June 2024. If the project cannot be implemented, it must be considered for termination according to the provisions of law.

After EGATi withdrew, on February 7, 2025, Power Generation Corporation 1 (EVNGENCO1) - under Vietnam Electricity Group sent a document to the People's Committee of Quang Tri province (old) requesting to be assigned as the investor of the Quang Tri Thermal Power Plant project. In addition to the written proposal, this enterprise also had an official meeting with the leaders of Quang Tri province to report the project proposal on February 6, 2025.

According to EVNGENCO1, the unit has a lot of experience and performs well as a project investor and project manager of thermal power projects such as Duyen Hai 1 (2x622.5 MW), Duyen Hai 3 (2x622.5 MW), Nghi Son 1 (2x300 MW)... and other large hydropower projects.

Also according to EVNGENCO1, in case it is assigned as the investor of the Quang Tri Thermal Power Plant project (2x660 MW), EVNGENCO1 commits to ensuring the progress of the multi-project operation according to the approved schedule in the Power Plan VIII, with specific milestones:

Conduct survey, prepare feasibility study report, appraise and approve the project in the second quarter of 2025 - third quarter of 2026; start construction of the factory in the third quarter of 2027; put Units 1-2 into commercial operation in the fourth quarter of 2030.

EVNGENCO1 representative said that because the project has been approved by the Prime Minister in the National Power Plan, the project is currently a power source without an investor. Therefore, assigning EVNGENCO1 as the project investor is in accordance with regulations.
