Determined for record growth

In 2025, Vietnam aims for a growth rate of 8.3-8.5% (8% at the beginning of the year). This is the highest level in recent years, so it requires solidarity, consensus, high determination, and great efforts from the entire political system from the central to local levels in implementing socio-economic development tasks. To contribute to the country's growth target, Quang Ninh aims to strive for a growth rate of 14% or more, the highest level ever.

According to the General Statistics Office ( Ministry of Finance ), the country's GDP in the first 6 months of 2025 increased by 7.52% compared to the same period in 2024, the highest level of the first 6 months in the period 2011-2025. In the total added value increase of the whole economy, the agriculture, forestry and fishery sector increased by 3.84%, contributing 5.59%; the industry and construction sector increased by 8.33%, contributing 42.20%; the service sector increased by 8.14%, contributing 52.21%. The 6-month results have shown the foundation for a breakthrough, when inflation was controlled at about 3%, trade surplus was maintained, budget revenue reached 66.2% of the estimate, registered FDI exceeded 20 billion USD - the highest level in 5 years. Vietnam continues to be in the high growth group of the world, all three sectors of agriculture, industry and services grew well.

In line with the growth momentum of the whole country, the socio -economic situation of Quang Ninh province in the first 7 months of 2025 continued to record positive results, with many targets reaching and exceeding the plan, with higher growth compared to the same period in 2024. The province's state budget revenue reached VND 35,455 billion, equal to 64% of the central budget estimate, of which domestic revenue reached VND 25,055 billion, equal to 67% of the central budget estimate, up 11% over the same period, revenue from import-export activities reached VND 10,400 billion, equal to 58% of the central budget estimate. The industrial production index increased by 15.08%; the processing and manufacturing industry was the main driving force, increasing by 31.99%; the mining industry also achieved an increase of 4.65%, contributing to ensuring the supply of energy and input materials for the economy. These positive signals show the industrial restructuring of Quang Ninh towards sustainability and modernity.

Determined to achieve national growth of 8.3-8.5% by 2025, the Government has just issued Resolution No. 226/NQ-CP dated August 5, 2025 on growth targets for sectors, fields, localities and key tasks and solutions. In particular, the Government requires ministries, central agencies, provinces and cities to continue promoting the spirit of responsibility, solidarity, unity, and consensus, focusing on thoroughly grasping and implementing socio-economic development tasks more synchronously, comprehensively and effectively; Take advantage of opportunities and advantages, especially the effectiveness of newly issued policies and solutions and organize two-level local government, exploit new development space, make the greatest effort to promote higher growth in the third quarter, fourth quarter and the whole year of 2025. Promote innovative thinking, breakthrough, far-sightedness, deep thinking, great determination, great effort, drastic action, focus and key points; organize and implement seriously and substantially with the spirit of "6 clear": Clear people, clear work, clear time, clear responsibility, clear products, clear authority; uphold the spirit of responsibility, serve the people, focus on directing the timely and effective resolution of issues and legitimate recommendations of people and businesses...

Ministries, branches and localities continue to resolutely, synchronously and effectively implement the four key resolutions of the Politburo, including Resolution 57-NQ/TW, Resolution 59-NQ/TW, Resolution 66-NQ/TW, Resolution 68-NQ/TW, new development drivers, including science and technology, innovation, digital transformation, development of high-quality human resources and effectively exploiting the advantages of deep international integration. Promote the implementation of solutions to promote the development of digital economy, green economy, circular economy; new business models; emerging industries and fields such as artificial intelligence (AI), big data, cloud computing, cultural industry, entertainment industry...

The Government requests ministries, branches and localities, according to their assigned functions and tasks, to have feasible and effective solutions to attract, mobilize and implement social investment capital according to the set targets, strive for higher levels when favorable conditions arise, and in the last months of the year focus on implementing and disbursing 100% of the state budget investment capital plan for 2025 assigned by the Prime Minister.

Regarding GRDP growth targets, localities should make the most of development space, build growth scenarios for the last months of the year, and strive to achieve and exceed the set growth targets.

We believe that, with the strong and close direction of the Government and the Prime Minister, together with the participation and high determination of ministries, departments, branches and localities, the growth target of the whole country in general and each locality in particular will be completed, thereby firmly entering the new stage, the new era - the era of national growth.
