The series of response activities were deployed systematically and on a large scale. The opening ceremony was a large-scale rally on the morning of June 25, 2025, organized by the Ministry of Public Security in coordination with the People's Committee of Quang Ninh province, in response to the Action Month on Drug Prevention and Control, and at the same time, to celebrate the International Day and National Day on Drug Prevention and Control. This event attracted more than 1,000 officers, soldiers, union members and youth, with marching and marching activities to spread the strong message to the community. This was followed by an exchange and art program at October 30 Square on the evening of June 28, combining singing and dancing performances, reality reports and sharing from clubs supporting people after drug withdrawal, strongly conveying the message of a drug-free community.

A highlight is the "One determination - For a drug-free community" Run taking place on June 29, 2025 at 30/10 Square, Ha Long Ward, with the participation of more than 5,000 athletes in the 5km and 10km distances. This activity not only aims to improve health but also symbolizes the spirit of determination towards a healthy lifestyle, saying no to drugs, demonstrating the will of the entire people in the fight to repel drug abuse.

Along with large-scale events, localities and organizations have also organized a series of conferences, seminars, and extracurricular activities, integrated into community activities, attracting the attention of many subjects. Police at all levels have stepped up the peak period of drug crime suppression, focusing on administrative inspections, testing and controlling complicated locations, especially at business establishments and night entertainment areas such as Bai Chay...

In particular, since the beginning of 2025, Quang Ninh province has strengthened drug prevention and control work and achieved positive results. The drug crime situation on the Vietnam - China border continues to be well controlled, no crimes of illegal transportation and trading of drugs across the border have been detected, nor have crimes of illegal production of drugs and cultivation of plants containing drugs been detected. Control of legal activities related to drugs continues to be maintained.

The fight against drug trafficking lines from other provinces into the province has been focused and achieved high efficiency, typically the destruction of a line illegally buying and selling large quantities of heroin from Phu Tho through Quang Ninh with a particularly serious nature. Quang Ninh also focuses on measures to reduce the "demand" for drugs, especially acts of harboring and organizing illegal drug use. Although the subjects still take advantage of entertainment service businesses, there has been a tendency to move to more discreet locations such as apartments, motels, rental apartments, and private houses to organize illegal drug use.

In the first 6 months of 2025, the whole province arrested 306 cases with 758 drug offenders, a decrease of 11% in the number of cases and 10.9% in the number of subjects compared to the same period. The police force arrested 301 cases, 753 subjects (a decrease of 10.6% in the number of cases and 10.5% in the number of subjects compared to the same period), criminally prosecuted 299 cases, 596 subjects, administratively prosecuted 02 cases, 157 subjects, and fined 203 million VND. The Border Guard force arrested 04 cases, 04 subjects and the Coast Guard arrested 01 case, 01 subject. The seized exhibits included 13,208.61 grams of heroin; 983.45 grams of synthetic drugs; 1,812.7 grams of dried cannabis; 997.81 grams of dried plants and 547 ml of solution containing synthetic cannabis drugs, along with numerous other weapons and vehicles.

Drug addiction treatment has also recorded many positive results. Quang Ninh province's drug addiction treatment facility has implemented many effective measures in preventing, treating addiction and supporting the reintegration of students into the community. In particular, counseling and career orientation after drug addiction treatment are focused on, along with promoting the application of science and technology in management and treatment. The province is also promoting voluntary drug addiction treatment to bring about more sustainable results.

With concerted efforts and high determination, Quang Ninh has set a target of having 50% of communes “free of drugs” by 2025. This is a challenging goal but clearly demonstrates the province’s strong determination to build a safe, healthy and sustainably developed community, free of drugs.
