Review progress and promote completion of social housing projects

Continuing to deploy key tasks and solutions to effectively implement the social housing development strategy for the 2021-2030 period, ministries, branches and localities are focusing on reviewing, adjusting progress, promoting investment in social housing construction, especially closely following specific targets assigned by the Prime Minister .

Pursuant to the instructions in Decision No. 338/QD-TTg dated April 3, 2023 and the Prime Minister's Conclusion Notices at national conferences on social housing development (No. 120/TB-VPCP dated March 18, 2025, No. 320/TB-VPCP dated June 25, 2025 and No. 446/TB-VPCP dated August 26, 2025), the Government requests ministries, branches and localities to strengthen their responsibilities, remove bottlenecks, create favorable conditions to accelerate investment and construction progress and bring social housing products to people.

The Ministry of Construction - the leading agency in charge of expertise - is coordinating with the Ministry of Finance to urgently develop and submit to the Government a Decree on the national housing fund and a Decree amending Decree No. 100/2025/ND-CP of the Government on the development and management of social housing to complete the legal framework for social housing development. At the same time, the Ministry of Construction continues to urge localities and enterprises to implement registered projects, ensuring the completion of social housing development targets according to the plan and targets assigned by the Prime Minister.

The State Bank of Vietnam continues to coordinate with ministries and branches to vigorously promote the disbursement of the VND120,000 billion credit program for social housing and worker housing - one of the large and long-term support packages in ensuring social security and stabilizing the real estate market.

At the same time, the Ministry of National Defense and the Ministry of Public Security preside over and coordinate with the provincial People's Committees to implement investment projects to build houses for the armed forces under their management; start construction of social housing according to the targets assigned by the Prime Minister. The Vietnam General Confederation of Labor also starts construction of social housing according to the targets assigned by the Prime Minister.

Regarding localities, the Ministry of Construction proposed to speed up implementation and handle bottlenecks; urgently perfect the local social housing development steering committee headed by the Secretary or Chairman.

At the same time, focus on directing and urging investors to deploy investment in the construction of social housing projects, striving to complete the assigned targets in the Decision adjusting the assignment of targets for completing social housing in 2025 and the following years until 2030.

For completed projects (43,681 apartments), localities require investors to urgently complete procedures and widely announce in the media to proceed with sales to people.

With the project under construction (135,033 apartments), there are about 39,250 apartments in the completion stage, so it is necessary to urge investors to focus resources, construct according to the committed schedule, and complete in 2025.

For about 95,780 apartments in the remaining projects and projects that have just started construction in 2025, localities need to work directly with investors to review progress and adjust project progress; in which, prioritize the implementation of administrative procedures, grasp and immediately resolve difficulties and problems..., creating all conditions for investors to implement the project.

Investors are even required to concentrate resources and construct with the spirit of "3 shifts, 4 teams", "overcoming the sun and rain", completing at least 17,000 apartments in 2025 and creating the basis for completing targets in the following years - the Ministry of Construction emphasized.

For provinces where social housing projects have not yet commenced, the Ministry of Construction requested that these localities urgently direct their departments and branches to assign investors, carry out land procedures, hand over clean land, grant construction permits, etc. to social housing project investors to commence construction and investment in 2025.

Along with urgently reviewing planning and allocating land funds for social housing construction in suitable and convenient locations, with reasonable scale, ensuring adequate technical and social infrastructure, localities need to simultaneously develop synchronous infrastructure systems such as electricity, water, transportation, culture, education, health, sports, etc. Thereby, meeting people's needs as well as effectively using public investment capital, contributing to promoting growth.
