The Deputy Prime Minister pointed out that the progress of Long Thanh airport depends not only on the internal items, but also on the connecting traffic system. Therefore, the Ministry of Construction, Ho Chi Minh City, Dong Nai province and relevant agencies must speed up the progress of infrastructure projects, including Ho Chi Minh City Ring Road 3, the expanded Ho Chi Minh City - Long Thanh Expressway, and connecting routes implemented by the Vietnam Expressway Corporation (VEC) and the Ministry of Construction. All of these projects have been committed by the Prime Minister and localities to be completed before Long Thanh airport is put into operation.
The responsible units must confirm their commitment to the items and projects that will definitely be completed before December 19, 2025, ensuring quality, aesthetics, and environment. In case of difficulties related to coordination between parties, under local or central authority, they must be reported directly for immediate handling.
“ The Prime Minister is very concerned about the progress of key projects. During holidays, Government leaders often go to construction sites to encourage, grasp the situation, and immediately resolve arising issues,” said the Deputy Prime Minister.

Basic handling of major difficulties and problems; preparation for technical flight
According to the report of the Ministry of Construction, up to now, the construction area of Long Thanh International Airport has reclaimed 4,946.45/4,946.45 hectares ( reaching 100%) ; The area of 2 connecting traffic routes (T1, T2) has handed over to ACV 126.13/126.13 hectares (reaching 100%) .
Component project 1 (headquarters of state management agencies) has been deployed and completed the rough construction, and is implementing finishing work, ensuring completion before December 31, 2025 according to the direction of the Prime Minister.
Component 2 project (works serving flight management), construction part will be completed in September 2025; equipment installation part is likely to be completed in December 2025.
Component Project 3 (Essential Works) has 15 packages, of which 3 packages have been completed and 12 packages are under construction .

Mr. Nguyen Tien Viet, Deputy General Director in charge of Airports Corporation of Vietnam (ACV), said that connecting route No. 1 has been completed, route No. 2 is more than 80% complete and is expected to be completed in September.
Regarding airport infrastructure, runway 1 and taxiway system have been completed. Runway 3 is also being accelerated.
Regarding the terminal area, ACV leaders said the roof is basically finished, and the glass installation will be completed in September. The glass wall is also being deployed. Package 4.8 (transport and internal port) is still facing difficulties due to the weather, affecting the construction progress, expected to be completed in September.
According to plan, on September 25, the units will organize a calibration flight for runway 1, preparing for the technical flight on December 19.
Deputy Prime Minister Tran Hong Ha noted that ACV's progress report must be honest and accurate about the level of completion of each item. The Deputy Prime Minister requested that the most modern aircraft with the largest capacity be selected to conduct technical flights and assigned Vietnam Airlines to coordinate the preparations.
Faced with the frequent traffic congestion at Dong Nai Bridge due to the high density of container trucks, ACV proposed to regulate vehicles, giving priority to container trucks traveling on the newly opened Ho Chi Minh City Ring Road 3, and at the same time, regulating containers to only use one lane on the bridge to reduce the load.
The bid packages for the construction of aircraft parking lots, passenger terminals, internal port traffic and technical infrastructure, fuel supply systems, airport management system equipment, etc. are being focused on by investors and contractors to organize construction, installation, and overcome difficulties in weather, overlap, and construction site conflicts to meet the progress targets according to the adjusted plan.
After listening to the report of the Dong Nai Provincial People's Committee on the implementation of assigned tasks, the Deputy Prime Minister emphasized the importance of completing connecting infrastructure projects before the airport comes into operation. The province must complete the handover of land for the construction of the Bien Hoa - Vung Tau Expressway, and thoroughly resolve problems related to the Long Thanh resettlement area... according to the timeline directed by the Prime Minister.
The Deputy Prime Minister said that the Prime Minister acknowledged the efforts and commitment of Dong Nai province in providing enough construction stone materials for the Long Thanh International Airport Project.
At the meeting, representatives of Vietnam Airlines reported on the progress of three projects assigned by the Government, including: Hangar No. 1, food processing area and ground commercial service cluster. These projects are currently on schedule and are committed to be basically completed before December 19.
Vietnam Airlines hopes to soon hand over the food processing area to complete construction on schedule; Dong Nai Department of Construction quickly approved the design documents for the fuselage of aircraft maintenance workshop No. 1 and ground services.
Regarding the second cargo terminal bidding package, a representative of Vietnam Airlines said that the documents are being prepared and are expected to be submitted to the Civil Aviation Authority on September 8 for construction implementation. The Deputy Prime Minister emphasized that the completion of procedures must be quick. If Vietnam Airlines is slow, it will be considered to transfer the project to another unit to ensure efficiency. The Ministry of Construction must clearly define the responsibilities between the Civil Aviation Authority and Vietnam Airlines in approving and implementing the project.

This is one of the important items to ensure the airport is put into operation on schedule, serving airlines, including Vietnam Airlines, Vietjet and other airlines in the future.
The Deputy Prime Minister requested Vietjet to complete the project on schedule, not “basically complete”, any delay must be reported directly to the Prime Minister. The Ministry of Construction and relevant agencies need to clearly define responsibilities in approving, signing contracts and monitoring progress.
Reporting to the Deputy Prime Minister, Deputy Minister of Construction Pham Minh Ha said that the major difficulties and problems of the Project have been basically resolved. The Ministry of Construction continues to closely coordinate with ACV, the Civil Aviation Authority, Vietnam Airlines and relevant units to monitor, evaluate progress and promptly handle problems, while complying with the law and the Prime Minister's instructions, ensuring the project is completed on schedule, safely and effectively.

Maintain the progress schedule committed to the Prime Minister
Concluding the meeting, Deputy Prime Minister Tran Hong Ha affirmed that, up to now, the construction packages in Long Thanh airport have basically not encountered any major difficulties in terms of policies, procedures or site clearance. Units must maintain the progress schedule committed to the Prime Minister. In case of technical difficulties, capacity or related to the responsibilities of ministries, branches and localities, they must report for timely handling.
The Deputy Prime Minister requested Dong Nai province to review and fully count the resettlement land area serving Long Thanh airport, submit it to the Ministry of Finance and the Prime Minister for a one-time adjustment, consistent with previous decisions; and complete on schedule the technical infrastructure items outside the airport assigned by the Prime Minister.

The Ministry of Construction, ACV and contractors must ensure synchronous progress, quality and safety of construction, organize scientific labor, especially with belt roads, fuel pipeline systems, fiber optic lines, and other key projects, fully calculate clean fuel, filling materials, detailed supply plans for each week and each month, and ensure progress of important items before December 19. "The preparation of operational, management, security and service teams must be synchronous, according to the criteria of a five-star international airport," the Deputy Prime Minister emphasized.
Regarding the development of the area around the airport, the Deputy Prime Minister suggested that Dong Nai province coordinate with the Ministry of Construction to develop a master plan for the industrial, urban, service and commercial ecosystem, avoiding the airport becoming isolated, while effectively connecting with existing infrastructure.
Relevant agencies must coordinate traffic flow to ensure smooth transportation of materials, goods, and passengers, especially on routes for container trucks and internal airport roads.
Finally, the Deputy Prime Minister emphasized that collectives and individuals with outstanding achievements in construction, supervision and project management should be duly rewarded. Units and individuals must maintain the spirit of self-respect, responsibility, patriotism, work seriously and resolutely, so that the project can be completed safely, effectively, on schedule, and leave a lasting mark on the country, both technically and in terms of national image and prestige.
