The local view is that students should only return to school when safety is ensured.

Teaching aids were swept out to the fields by the storm.

After the storm Bualoi, Ky Thinh Primary School (Vung Ang, Ha Tinh ) was almost left without a roof over its head when the entire row of classrooms at the main school was swept away by the storm, leaving only rubble for desks, chairs, and blackboards, and many school supplies were blown out into the fields. At point 1, in Canh Truong residential group (Vung Ang ward), all 10 prefabricated classrooms were blown away by the wind. Before the eyes of teachers and students, there was only an empty ground and a pile of broken desks and chairs, a tilted blackboard, and books scattered everywhere, some even blown out into the fields.

Mr. Nguyen Van Lam - Principal of the school, sadly said: "In the previous storm, the school only suffered minor damage, but this time the entire facility was severely damaged. In addition to the classrooms, 8 teachers' offices were also swept away, desks, chairs, and blackboards were thrown into the field by the wind, and the student parking lot was knocked over and completely deformed."

About 3km away, school No. 2 in Tay Yen residential group was also devastated by the storm: the ceilings of 7 classrooms were damaged, the tiled roofs of 10 classrooms were blown away, the electrical system was completely damaged, and tables and chairs were destroyed by wind and rain. Ky Thinh Primary School currently has 745 students in 27 classes, with 248 students in Campus 1 alone. The principal and teachers are inspecting the damage to find a solution. “On September 30, we still let students stay home because we don’t know where to arrange the classrooms. It is worth mentioning that Campus 1 is located in the relocation planning area, so it has not been able to invest in upgrading it for many years. The main building was built decades ago, and the prefabricated classrooms added in 2020 are no longer intact,” said the school’s principal.

Not only Ky Thinh, many other schools in Ha Tinh also suffered heavy damage after two consecutive storms. At Thanh Sen High School (Thanh Sen Ward), the storm swept through and knocked down the entire fence, blackboard, and garage. Phan Huy Chu Middle School (Thach Ha Commune) had the roof blown off a 3-story building; before that, storm Kajiki also caused the fence, roof to collapse, and many classrooms to have their roofs blown off.

Thach Khe Primary School (Thach Khe commune) shared a chaotic scene when the roofs of the entire functional room block including the library, tradition room, equipment room, team room and office canopy were all blown away by the wind.

Ms. Tran Thi Thu Huong - Principal of Hai Hoa Secondary School (Cua Lo Ward), said: The entire corrugated iron roof of the 3-story classroom block was blown off. Fortunately, the electronic teaching equipment was placed high so it was not damaged and the school is waiting for the water to recede to clean up and repair. However, students will still not be able to go to school in the next few days.

Meanwhile, near Cua Lo seaport, Nghi Thuy Kindergarten and Nghi Tan Kindergarten were flooded into the classrooms. Ms. Nguyen Thi Hien - Principal of Nghi Thuy Kindergarten (Cua Lo), sadly said: "The school was the most severely damaged unit in the ward due to the previous storm No. 5, which completely blew off the roof of the classrooms. The repair work had just stabilized, but now it suffered damage from storm Bualoi. This time, high tides and water from the river mouths, heavy rain caused the school to be flooded about 1 meter deep."

According to the principal of Nghi Thuy Kindergarten, the day before, the teachers had placed the children's furniture and equipment in the classrooms and the administrative rooms high, but they were still flooded. In addition, the dish dryer system, water purifier, and equipment in the boarding kitchen were also soaked in water, at risk of being damaged beyond repair.

Last time, more than 400 square meters of the student parking lot was completely blown off and overturned. This time, the entire corrugated iron roof of the school's administrative building was blown away. This will certainly affect the school's teaching and learning activities and cannot be resolved soon.

In Truong Vinh ward, Hung Hoa Primary School was flooded, the corrugated iron roof of the 4th and 5th grade classrooms was blown off. In addition, 10 trees of the school were broken, 40 fences collapsed, and the corrugated iron roof in front of the kitchen collapsed. At Hung Dung 2 Primary School, many trees were uprooted and the signboards were damaged.

In the mountainous area of Nghe An, prolonged heavy rains collapsed the surrounding wall of Yen Hoa Boarding School for Ethnic Minorities (Yen Hoa commune), flooded the Pa Ty hamlet of Yen Tinh Primary Boarding School for Ethnic Minorities; blew off the roofs of classrooms and flooded the office area of Hoan Long Primary School (Tan Phu commune)... The natural disaster occurred at night, during the weekend, so it did not affect the safety of the school's staff, teachers, and students.

Prioritize safety for students and teachers

Thanks to proactive storm prevention and control measures, when storm Bualoi made landfall, it only slightly affected educational facilities in Quang Tri. Mr. Tran Nhat Thu - Principal of Quang Phong Secondary School said that, apart from a section of the school's fence being collapsed by a fallen tree, the facilities and classrooms were still safe.

It is expected that tomorrow students will return to school as usual, without affecting teaching activities. “Immediately after the storm, the school will mobilize forces to repair storm damage, clean up the campus, and ensure safety before students return to school,” said Mr. Tran Nhat Thu.

Storm Bualoi caused the entire roof system of Dan Truong Primary School (Dan Hai, Ha Tinh) to collapse, and the water tank for boarding was also severely damaged. Before that, during the two days of the storm, the school had to use two school campuses as evacuation sites for residents. On the afternoon of September 29, when residents returned home, staff, teachers and necessary equipment were used to clean up and overcome the consequences of storm Bualoi, preparing safe conditions for students to return to school.

Mr. Dinh Quang Dang - Principal of the school, said: If the cleaning is safe and clean, we will notify more than 670 students to return to school on September 30. In case it is not fixed in time, the students will have an extra day off. As for organizing boarding, it is expected to be postponed to next week because the water tank is broken, and emergency repairmen cannot be called.

“In order not to affect the curriculum, we plan to organize make-up classes this week or on Saturday, after receiving guidance and approval from the industry and local authorities,” Mr. Dang added.

On the afternoon of September 29, the work of overcoming the consequences of the storm at schools in Nghe An province has not been significantly implemented due to the severe damage over a large area. Ms. Nguyen Thi Hien - Principal of Nghi Thuy Kindergarten said that the school mobilized teachers to take advantage of the opportunity to push mud out of classrooms and schoolyards according to the plan of "cleaning up as the water recedes".

“Once water and electricity are restored, we will continue to check all of the school’s facilities and equipment and gradually fix them. Only when safety and teaching conditions are guaranteed will the school welcome children back,” said Ms. Nguyen Thi Hien.

Ms. Tran Thi Nhu Ngoc - Head of the Department of Culture and Society of Do Luong Commune, Nghe An, said: Immediately after the storm passed, we asked schools to report in detail on the damage. In the immediate future, the commune directed schools to focus on repairing the damage and students and teachers will return to school when safety is ensured.

Mr. Nguyen Trong Hoan - Chief of Office of Nghe An Department of Education and Training, said: Based on the initial assessment, the damage caused by storm No. 10 to schools is very severe, some mountainous communes have started to see rising water levels, causing flooding of classrooms and cutting off students' access to school. In the immediate future, the Department has directed schools to focus on cleaning up, repairing classrooms, and repairing damage. If necessary, students will be allowed to take time off from school to ensure absolute safety and avoid unfortunate accidents.
