At 4:00 a.m. this morning (September 23), the center of super typhoon No. 9 was located at 19.8 degrees North latitude; 118.8 degrees East longitude, in the northeastern sea of the East Sea. The strongest wind near the center of the storm reached level 17 (202-221 km/h), gusting above level 17, moving in the West Northwest direction at a speed of about 20 km/h.

In the next 72-96 hours, the storm tends to move west-southwest, about 20 km per hour and gradually weakens into a low pressure area.

At sea, the northern part of the East Sea has strong winds of level 8-9, then increasing to level 10-14; the area near the eye of the storm has winds of level 15-17, gusts above level 17; waves over 10 m high, rough seas. From September 24, the sea area east of the Gulf of Tonkin (including Bach Long Vy island district) has winds gradually increasing to level 6-7, gusts to level 9. On the night of September 24, the entire Gulf of Tonkin (Bach Long Vy, Van Don, Co To, Cat Hai, Hon Dau) has strong winds of level 8-9, the area near the eye of the storm has winds of level 10-12, gusts to level 14, waves 4-6 m high, rough seas.
Along the coast, Quang Ninh - Hai Phong is at risk of storm surges of 0.5-1 m, threatening the safety of dikes, aquaculture areas, and moored boats.
On land, from the morning of September 25, coastal areas from Quang Ninh to Thanh Hoa have strong winds of level 6-7, then increasing to level 8, near the storm center level 9-10, gusting to level 12. Inland areas of the Northeast have winds of level 6-7, gusting to level 8-9.
From the night of September 24-26, the North, Thanh Hoa and Nghe An will have very heavy rain, with average rainfall of 100-250 mm, and in some places over 400 mm. There is a high risk of flooding in low-lying areas, flash floods in small streams and landslides on steep slopes.
The meteorological agency recommends that localities, especially coastal areas and northern mountainous areas, proactively develop response plans to ensure the safety of people's lives and property.
