Ho Chi Minh City Department of Education and Training: Saigon Star International School is not on the list of licensed departments.

To date, Saigon Star International School is still not on the list of non-public schools licensed by the Department of Education and Training.

The Department of Education and Training of Ho Chi Minh City has provided some updates on the case of Saigon Star International School at a press conference providing information on socio -economic issues of Ho Chi Minh City on the afternoon of December 26.

Not allowed to operate under Decree 86

Saigon Star International School was established by the People's Committee of District 2 on January 8, 2014 and was permitted by the Department of Education and Training of District 2 to operate educationally under the certificate of registration for extension of educational activities No. 378 dated June 5, 2015. The operating period is from April 1, 2015 to March 31, 2020.

After the COVID-19 pandemic, the unit had a legal dispute over land, so the Department of Education and Training did not consider granting a decision to allow educational activities according to the provisions of Decree No. 86.

However, on October 24, 2023, the Department of Education and Training issued a document allowing the continued operation of Saigon Star International School.

The content stated: "...to ensure the rights of children and students currently studying and stabilize the operations of the two schools, the Department of Education and Training allows Saigon Star International Kindergarten and Saigon Star International Primary School to maintain operations at residential area No. 5, Thanh My Loi Ward, Thu Duc City from the date of issuance of this document until July 31, 2025. Saigon Star International Kindergarten and Saigon Star International Primary School are not allowed to recruit new children and students...".

Thus, up to now, Saigon Star International Kindergarten and Saigon Star International Primary School have not been granted permission to operate education by the Department of Education and Training as prescribed in Decree No. 86; therefore, the school is not on the list of non-public schools licensed by the Department of Education and Training.

Saigon Star International School does not cooperate

On October 24, 2024, the Department of Education and Training organized a surprise inspection team to inspect the actual operations of Saigon Star International Kindergarten and Saigon Star International Primary School.

The Department Inspectorate has invited the legal representatives of Saigon Star International Kindergarten and Saigon Star International Primary School under Saigon Star International Company Limited to work and handle the violations.

However, through 4 invitations in November and December 2024, Saigon Star International Kindergarten and Saigon Star International Primary School sent legal representatives who did not show a spirit of cooperation.

The Department Inspectorate is currently suspending the handling of administrative violations and requesting the unit to send a legal representative to work in accordance with legal regulations.

The Department of Education and Training also said that it has quickly deployed solutions to ensure students' learning rights, specifically providing guidance on transferring schools and accepting primary school students to transfer schools, and assigning a group of management staff from the Department of Education and Training in charge of preschools to monitor preschool students' school transfers so as not to interrupt students' learning.

The Department directs public and private educational institutions and foreign-invested educational institutions to accept students transferred from Saigon Star International Kindergarten and Saigon Star International Primary School according to demand.

Create conditions for students to quickly integrate and stabilize their studies; update daily information on student transfers, guide schools to facilitate transfer procedures for students; do not create pressure or difficulties for parents, support the provision of full information on each student's learning outcomes.
