Ho Chi Minh City Department of Education and Training will conduct a surprise inspection of revenue and expenditure at the beginning of the school year from September 29.

Specifically, from September 29 to October 31, the Department of Education and Training of Ho Chi Minh City will set up teams to conduct surprise inspections of the management of revenue and expenditure at the beginning of the 2025-2026 school year at educational institutions.

Accordingly, the inspection aims to check the fundraising for education and the operating costs of the parent-teacher association. Timely rectify the situation of collecting fees that are not in accordance with regulations.

Preside over and coordinate with local authorities to inspect the implementation of revenue and expenditure at the beginning of the school year at affiliated educational institutions in the city and professional contents related to unit revenue sources according to regulations.

At the same time, it is proposed to strictly handle the responsibilities of the heads and organizations, and related individuals who cause violations in the implementation and execution of revenue and expenditure management at the beginning of the school year, if any.

According to the Department of Education and Training of Ho Chi Minh City, the inspection contents will include: The organization and implementation of service fees to serve and support educational activities according to Resolution No. 18 of the City People's Council; Official Dispatch No. 1888/SGDĐT-KHTC of the Department of Education and Training of Ho Chi Minh City on instructions for collecting and using tuition fees and other fees; implementation of tuition exemption, reduction, and support policies and support for study costs for the 2025-2026 school year of public educational and training institutions in the area.

Inspect the mobilization, reception, management and use of aid, sponsorship and gifts at educational institutions in accordance with the provisions of Circular No. 16/2018 of the Ministry of Education and Training and Official Dispatch No. 1427/UBND-VX dated April 17, 2019 of the Ho Chi Minh City People's Committee on instructions for implementing Circular No. 16.

Check the implementation of operating budget and develop a plan for using budget of the parent-teacher association according to the provisions of Circular No. 55/2011 of the Ministry of Education and Training promulgating the Charter of the parent-teacher association.

Implementing the strengthening of management of revenues and expenditures in the education and training sector and fundraising for education in the 2025-2026 school year.
