Contributing to economic development and stabilizing people's lives, all levels and sectors in the province have implemented many positive measures to solve the problem of labor and employment. One of the practical measures is to create favorable conditions for capital, technical support, and encourage people to invest in developing production and business. As a unit disbursing preferential loans from the Government, the Provincial Branch of the Bank for Social Policies (CSXH) has actively implemented the program.

Putting policy into practice
Employment is an urgent issue, a decisive factor in promoting human resources, stabilizing and developing the economy. For many years, the issue of employment for workers, especially the poor, policy subjects has always been one of the top priorities of our Party and State. Identifying that employment loans are one of the important channels, supporting people to have more "fishing rods" to promote economic development and sustainable poverty reduction, the Provincial Social Policy Bank publicly discloses policies related to the loan program to support job creation, maintain and expand employment to remote areas, ethnic minority areas through the system of entrusted organizations and direct disbursement at transaction points of wards, communes and towns.
Accordingly, in addition to promoting the incentives of loan capital to the people, the Social Policy Bank of the districts proactively builds annual planning targets, conducts appraisal and disburses loans conveniently and quickly to transfer capital in a timely manner to beneficiaries, and at the same time strengthens inspection and supervision of the use of capital in projects.
For a mountainous district like Yen Lap, preferential loans for job creation have always been identified as one of the important programs to support poor households and policy households to have stable income and ensure their lives. Therefore, the District Social Policy Bank always creates favorable conditions for people to access preferential loans of the program. Mr. Nguyen Xuan Thanh - Director of the District Social Policy Bank said: "Loans for job creation is a program to create jobs, reduce unemployment rate in society, contribute to shifting the structure of crops and livestock, transfer science and technology in agriculture and rural areas. In the 10 months of 2024, the capital of Yen Lap's job creation credit program has timely supported investment capital for production and business, creating jobs for 50 local workers. Up to now, the outstanding loan balance of the job creation credit program has reached nearly 35 billion VND, with 465 customers still having outstanding loans".
The current preferential credit policy for job creation is mainly implemented from the capital of the National Employment Fund, capital mobilized by the Vietnam Bank for Social Policies and local sources entrusted through the Vietnam Bank for Social Policies. Through the capital source, the Vietnam Bank for Social Policies has disbursed loans to many vulnerable workers, people with disabilities, and workers in rural areas to have the opportunity to access preferential credit sources to expand and develop production and business activities, contributing to creating and self-creating jobs for themselves, their families, and the community. To date, the capital source for job creation entrusted locally is 136.7 billion VND.
In 2024 alone, the Provincial Branch of the Social Policy Bank has helped 2,326 projects receive loans to support job creation, thereby creating stable jobs for 2,825 workers. Most of the loan projects are invested in livestock, crop cultivation, development of secondary occupations, traditional occupations and general business. Of the total number of loan projects, projects belonging to household economy account for the majority, concentrated in rural areas, mainly attracting idle agricultural labor. Currently, outstanding loans for job creation have reached nearly 739 billion VND with 12,363 customers still having outstanding program loans.
This is one of the highly effective credit programs that the Provincial Social Policy Bank Branch has implemented in recent times. The subjects in question all used the loan capital for the right purpose, improving the efficiency of cultivation, livestock, production, and business, helping to escape poverty sustainably.
From the capital of the job creation loan program, Mr. Ha Minh Tam's household, zone 6A, Ha Thach commune ( Phu Tho town) invested in a mechanical workshop, creating regular jobs for 5 local workers.
Mobilizing resources, increasing access to capital
The credit program provides loans to create jobs with many incentives, very convenient for workers. For production and business establishments, the maximum loan amount is 2 billion VND/project and not more than 100 million VND for 1 worker to create jobs, maintain and expand jobs. For workers, the maximum loan amount is 100 million VND. The specific loan amount is considered by the Social Policy Bank based on the capital source, production and business cycle, and the repayment capacity of the borrower to negotiate with the borrower. The maximum loan term is 120 months, the loan interest rate is equal to the loan interest rate for near-poor households according to the law on credit for near-poor households.
It can be seen that, along with programs for lending to the poor, students, clean water, environmental sanitation... outstanding loans for job creation programs in the province are always at a high level, contributing significantly to the successful implementation of the province's socio-economic development goals.
In the coming time, all levels and sectors in the province will continue to pay attention to, consider and provide additional capital for the job creation loan program for localities to disburse according to Decree No. 74/2019/ND-CP of the Government. Thereby, helping families, production and business establishments to maximize the effectiveness of capital from the job creation loan program in maintaining and expanding production and business. At the same time, strengthen coordination between the Department of Labor, Invalids and Social Affairs and the Bank for Social Policies in developing job creation plans and disbursing capital; prioritize lending to production and business establishments that create many jobs, especially non-agricultural jobs; prioritize lending to workers with disabilities, young workers, and rural women.
Associations and unions continue to innovate their activities, integrating credit activities with agricultural and industrial promotion programs, and technology transfer to improve the efficiency of capital use in production and business development projects, and create jobs for workers. Continue to enhance the role and responsibility of Party committees, authorities, and associations and unions in coordinating management, guidance, appraisal, ensuring loans to the right subjects, for the right purposes, and effective use of loans, contributing to the implementation of poverty reduction goals, job creation, new rural construction, and ensuring social security in the locality.

Currently, the implementation of lending and disbursement of capital to people and businesses in the province is being carried out smoothly thanks to the participation and coordination of Party committees, authorities, unions and the Bank for Social Policies from the province to the grassroots, promptly bringing capital to people and businesses to restore production and business, especially after the COVID-19 pandemic, after storm No. 3 and the recent storm circulation.
